Description
The Federal Bureau of Prisons, Community Corrections Contracting is seeking a Request for Quote from all sources under NAICS code 621420 and the small business size standard at $9.0 million. having the ability to provide outpatient substance abuse treatment and mental health services for federal offenders residing at a Residential Reentry Center (RRC)contract facility and those that are under home confinement in the San Antonio, Texas area. The treatment facility shall be located within ten (10) miles of downtown, for male and female federal offenders residing at a RRC or on home confinement in the San Antonio, Texas area. The facility should be accessible via a local transportation bus route, ideally within 2 blocks of direct service to San Antonio local routes. Performance period and requirements under this contract will be: 1. Base period - 02/01/2007 - 01/31/2008: (a) Intake Assessment - 5 each, (b) Individual Counseling (30 minute session, 24 sessions per inmate X 55 inmates) = 1,320 sessions, ?) Group Counseling (30 minute session, 96 sessions per inmate X 55 inmates) = 5,280 sessions, (d) Family Counseling (30 minute session, 2 sessions per inmate X 55 inmates) = 110 sessions, (e) Mental Health Intake Assessments and Report = 4 each, (f) Medication Monitoring (2 sessions per inmate X 4 inmates) = 8 sessions; 2. Option Year 1 - 02/01/2008 - 01/31/2009:(a) Intake Assessment = 6 each, (b) Individual Counseling (30 minute session, 24 sessions per inmate X 58 inmates) = 1,392 sessions, ?) Group Counseling (30 minute session, 96 sessions per inmate X 58 inmates) = 5,568 sessions, (d) Family Counseling (30 minute session, 2 sessions per inmate X 58 inmates) = 116 sessions, (e) Mental Health Intake Assessments and Report = 5 each, (f) Medication Monitoring (2 sessions per inmate X 5 inmates) = 10 sessions; 3. Option Year 2 - 02/01/2009 - 01/31/2010: (a) Intake Assessment = 7 each, (b) Individual Counseling (30 minute session, 24 sessions per inmate X 61 inmates) = 1,464 sessions, ?) Group Counseling (30 minute session, 96 sessions per inmate X 61 inmates) = 5,856 sessions, (d) Family Counseling (30 minute session, 2 sessions per inmate X 61 inmates) = 122 sessions, (e) Mental Health Intake Assessments and Report = 6 each, (f) Medication Monitoring (2 sessions per inmate X 6 inmates) = 12 sessions; 4. Option Year 3 - 02/01/2010 - 01/31/2011: (a) Intake Assessment = 8 each, (b) Individual Counseling (30 minute session, 24 sessions per inmate X 64 inmates) = 1,536 sessions, ?) Group Counseling (30 minute session, 96 sessions per inmate X 64 inmates) = 6,144 sessions, (d) Family Counseling (30 minute session, 2 sessions per inmate X 64 inmates) = 128 sessions, (e) Mental Health Intake Assessments and Report = 7 each, (f) Medication Monitoring (30 minute session, 2 sessions per inmate X 7 inmates) = 14 sessions; 5. Option Year 4 - 02/01/2011 - 01/31/2012: (a) Intake Assessment = 9 each, (b) Individual Counseling (30 minute session, 24 sessions per inmate X 67 inmates) = 1,608 sessions, ?) Group Counseling (30 minute session, 96 sessions per inmate X 67 inmates) = 6,432 sessions, (d) Family Counseling (30 minute session, 2 sessions per inmate X 67 inmates) = 134 sessions, (e) Mental Health Intake Assessments and Report = 8 each, (f) Medication Monitoring (30 minute session, 2 sessions per inmate X 8 inmates) = 16 each. The services required above shall be in accordance with the Federal Bureau of Prisons, Community Transitional Drug Abuse Treatment (TDAT), Statement of Work dated October 2005. The solicitation will be available on or before October 12, 2006 and will be distributed solely through the General Services Administration?s website http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about November 12, 2006. All responsible sources may submit a quote which will be considered by this agency. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
