Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Illumina, Inc., 9885 Towne Centre Dr., San Diego, CA 92121-1975. This purchase is to perform a SNP?s fine mapping on genomic regions demonstrating significant linkage and linkage disequilibrium to Attention Deficit Hyperactivity Disorder (ADHD). This must be done by utilizing custom design SNP?s markers for fine mapping. Using linkage disequilibrium analysis with both haplotype based and cladistic analysis three genes have been found that might be the cause of the disorder. It will be necessary to use a set of SNP?s markers with an average density lower than 1cM in order to effectively continue studying the genetics of ADHD. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and scientific specifications of gene mapping; and 2) past performance. The sole source determination is based upon the fact that Illumina has a collection of SNP markers with the highest density possible and can provide return results within 60 days of receiving DNA samples. As part of an ongoing protocol, changing variables at this time would result in incorrect interpretation of the experiments already in progress. In an effort to preserve the investments already made by the government in this research it is recommended that award of this requirement go to Illumina, Inc. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
