Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis, services regarding Metabolic Markers related to Insulin Secretion and Pancreatic Cancer Risk with Sir Mortimer B. Davis Jewish General Hospital, 3755 Ch De La Cote Sainte Catherine, Montreal Quebec, Canada. The North American Industry Classification System Code is 541380 and the business size standard in $11M. The acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 in accordance with the authority to use simplified procedures for commercial requirements provided in FAR 13.5. The purpose of this procurement is to provide laboratory analysis of c-peptide, C-reactive protein, and adiponectin to be measured on 785 ATBC stored serum samples. C-peptide (single measure) and adiponectin (duplicate measures) will be analyzed by immunoassay. High sensitivity C-reactive protein (duplicate measures) will be measured spectrophotometrically using a high-sensitivity assay on a Hitachi 911 analyzer (Roche Diagnostics, Indianapolis, IN) and reagents and calibrators from Denka Seiken (Niigata, Japan). Other cohorts regarding pancreatic cancer studies along with the NCI have acquired the services of Sir Mortimer B. Davis Jewish General Hospital to measure the aforementioned analytes. As an NCI study regarding pancreatic cancer is included in this consortium of pancreatic cancer studies, the measurement of these analytes will be comparable to that of other current pancreatic studies for pooling information for current and future research. Sir Mortimer B. Davis Jewish General Hospital is the only source known to the NCI that can provide current measurement for ongoing and future studies regarding pancreatic cancer. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT on September 21, 2006 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
