Description
INTERESTED FIRMS MUST CONTACT THE TRIBE ONLY NOT THE INDIAN HEALTH SERVICE The Indian Health Service (IHS), Engineering Services-Dallas, is assisting the Gila River Health Care Corporation (GRHCC) in the solicitation of proposals from qualified firms to provide Construction Management At-Risk services for preconstruction and construction management services for the proposed Southwest Ambulatory Care Center (SWACC). The SWACC will be a 75,600 square foot outpatient health center located within the Gila River Indian Community near the community of Komatke, AZ. The completed facility will host a broad range of outpatient medical services and support functions, including but not limited to; primary care, eye care, dental care, diagnostic imaging, laboratory, pharmacy, physical therapy, behavioral health, and support services. The estimated construction cost for the facility is between $15 and $18 million. The period of performance of the contract (for preconstruction services only) will be a maximum of 270 calendar days, beginning from date of contract execution. Subject to agreement on a guaranteed maximum price, the contract will be modified for the construction management phase of the project and the contract completion time will be extended. Qualified firms interested in participating in this project must submit a proposal in accordance with the Request for Proposals and Contract Requirements for Construction Management Services, Southwest Ambulatory Care Center, September 8, 2006. The proposals will be evaluated based on the following criteria: 1) Firm?s construction management experience as Construction Manager-At Risk; 2) Construction management experience and professional qualifications of firm?s proposed key jobsite staff; 3) Firm?s construction experience in the last five years on projects of similar size health centers, hospitals, and other health care facilities; 4) Management plan; 5) Cost control and critical path scheduling procedures; and 6) Construction management or contracting experience with Indian Organizations. Additional consideration will be given to qualified Indian/Alaska Native-owned firms in accordance with GRHCC procurement policy. SPECIAL NOTICE: This procurement and subsequent contract award will be conducted by the GRHCC, and administered under its procurement policy. Federal Acquisition Regulations are not applicable to this announcement. Preconstruction and construction management services shall be performed under a contract with the GRHCC at a firm-fixed price. The GRHCC reserves the right to reject any and/or all proposals. The solicitation will be available beginning on September 13, 2006.
