Description
Competitive Bidding (ICB) on works and services within the framework of the NATO Military The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Budget Committee (MBC). Eligible firms will be invited to bid on a contract for the design and turn key construction of a bulk fuel installation at Kandahar Airport in Afghanistan. NAMSA is serving as the Host Nation for this project, which was authorized by the MBC. NAMSA intends to use the sealed bids method of bidding. Partial bidding is not allowed. The estimated value of this project is not available at this time. The reference for this project is ISAF ENG 080 Serial 2005/5VA 30337-0 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-ISAF-ENG-080. SCOPE OF PROJECT The contract consists of the turn key design and construction of the following facilities: - Bulk fuel installation, based on a storage capacity of approximately 4800 cubic meters of F34 aviation fuel, complete with pumping stations (offloading and dispensing, both for tank truck bottom connection, both two trucks at the same time), back up power generators, fuel bladders with integral sunscreens, berms and embankments, spill containment facilities, remote supply pipeline, ablution, office and laboratory containers with equipment, utilities, grounding, lightning protection, CIS equipment, access road and parking, force protection works, fencing and gates. - Ground preparation shall include removal of unsound topsoil and general leveling of the site occupied by the offloading and storage/dispensing facility. The ground of the latter shall be leveled to obtain a cross slope of 1% from a ridge line running along the central longitudinal axis of the storage area to assist in the drainage of the fuel bladder berths. - Fuel bladder berths shall be excavated in accordance with the project drawings, ensuring a clearance of at least 0.50 meters around the edge of the full bladders. ELIGIBILITY The IFIB package will contain material classified up to NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Those firms that are nominated to bid will be added to an electronic distribution list of firms eligible to bid on this ICB project. The Invitation for International Bidding (IFIB) will be issued directly to those firms. As provided for under MBC rules, however, nominations from interested firms will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. Planned release date of the Invitation for International Bidding (IFIB): 18-22 September 2006 3. Planned bid closing date: not less than 42 days after release of IFIB 4: Bid validity: 120 days 5.
