- Description
- The Department of State (DoS) intends to issue Solicitation SAQMPD-06-R-1096, in support of the Overseas Emergency & Evacuation/Emergency Action Committee Radio Networks Program. As such, the overall requirement will be for the procurement of radios, radio equipment and radio service support. Salient characteristic of the procurement will consist of, but are not limited to the following features and/or performance areas: Radio/radio equipment will be tested and fielded; radios/radio equipment are for short-range VHF or UHF networks; onsite training will be provided for DoS personnel; warranty repairs and/or replacement parts to be provided, and programming of relevant software and reporting of Mean-Time-Between-Failure (MTBF) ratings for all end items will be provided. In addition, radios shall be equipped with the following Security Enhancements: Radio Power on Personal Identification Number (PIN) – to activate the radio’s encryption capabilities; Un-powered Encryption code erase feature; Hidden Destructive Read and Removable Code-Plug storage memory. Radios will be equipped with DES and AES, compatible with both AES and DES OFB encryption. Prospective offerors shall be required to submit descriptive materials/ literature with their proposal. The anticipated RFP will be issued on a Full and Open Competitive basis, for a Firm Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract, using FAR Part 15. And the period of performance is for one Base Year period plus four One-Year Option Periods, and the estimated value is $20,000,000 (Inclusive Options), the North American Industry Classification System (NAICS) code is 334220. Interested sources may submit brief capability statements (at no cost to the Government) to Pearl Wray, at wrayp@state.gov. Statements shall not exceed five (5) pages, and shall not contain any cost or pricing information. Accordingly, the DoS intends to issue Solicitation/RFP (SAQMPD-06-R-1096) between June 26, 2006 and July 07, 2006, and it will posted on the FedBizOps website at http://www.fedbizopps.gov/. Paper copies of the resultant Solicitation will not be mailed, faxed or e-mailed. Potential offerors are responsible for monitoring the website for release of the RFP and amendments (if any).
