Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Contracting Officer is utilizing policies and procedures prescribed in Part 12, Acquisition of Commercial Items. This solicitation is issued as a Request for Quotation (RFQ). All responses shall reference Solicitation No. RFQ060146. This solicitation incorporates all of the applicable provisions and clauses in effect through Federal Acquisition Circular 2005-12, effective August 4, 2006, as if stated in full text, as well as the terms and conditions of FAR 52-212-01. The EEOC anticipates award of a firm-fixed price commercial items/services contract as a result of this solicitation.. The applicable NAICS code is 611420 and the size standard in annual receipts is $6.5 million. This requirement is unrestricted and only interested quoters may submit a quote. CONTRACT REQUIREMENTS: EEOC is requesting conferencing software which will be used to conduct training and meetings remotely. Background: For the past year EEOC has been evaluating remote conferencing software training tools that will provide interactivity between students and instructor. EEOC requires a web based subscription that can be used to provide training remotely for EEOC and related staff to accomplish the agency?s mission for users who are inside or outside of our existing firewall. The remote conference training software subscription services need to be user friendly, allow application sharing, provide a technological method to record training sessions, and have unlimited conferencing between an unlimited number of users. This solicitation is to require a training tool that is web based and provides for annual subscriptions. The term for this contract will be two years, one base year and one option year. SCOPE OF SERVICES:The contractor shall provide a web based subscription that will allow 250 users the ability to share their computer screen for purposes of conferencing and training 24 hours a day for users who are either inside or outside of EEOC?s firewall. GENERAL REQUIREMENTS: The software shall provide a web based remote software service for a minimum of 250 registered users to conduct training and/or conferencing to an unlimited number of participants. The software shall be used for communication, collaboration and eLearning. The services should provide interactivity between an unlimited number of students and 250 instructors simultaneously. Communication shall have the capability of being used inside and outside of our existing firewall. The platform shall allow application sharing, recording of training sessions, and shall have conferencing capability for up to 2500 users. There shall be no concurrency limitations. The platform shall also allow for limited telephone access. Phone usage and voice conferencing shall automatically be recorded with web conferencing with no use of external devices. The offer shall provide a web based solution available 24 hours a day. The quoter shall provide instructions on installation and the use of the service. EEOC will be responsible for installing the software on our internal systems. The quoter?s should also provide maintenance services and four hours of training. PERIOD OF PERFORMANCE: The period of performance under the resultant contract shall be for two years (base year, with one option period). DELIVERABLES: The quoter shall include instructions on how to install and use the service. The quoter shall provide contact information in case EEOC has any questions or concerns about the installation and use of the software to be included in the resultant contract. CONTRACT LINE ITEM NUMBERS (CLINS): The items (0001 thru 0006) included in this solicitation are to obtain web base subscription services for conferencing software that can be used to conduct training remotely for EEOC and related staff. The quoter shall state firm-fixed prices for the units of issue specified in this RFQ. EEOC is a TAX EXEMPT Federal Agency. A copy of the Certificate will be provided upon award. OPTION PERIOD (YR): Item No 0004: (quantity 1 yr Remote Conference Training Software Subscription Services for 250 Registered Users Per Year (Option Yr): $________ Item No 0005: (quantity 1 yr) Maintenance Services (Option Yr): $________ Item No.0006: (quantity 4 hr) Training (Option Yr): $________. INSTRUCTION TO OFFERORS: All questions pertaining to this RFQ shall be submitted electronically to Caroline A. Fowler at caroline.fowler@eeoc.gov, with a cc: to gregory.browne@eeoc.gov. All questions regarding this RFQ No. 060146, are due by 1:00 PM(Washington,DC local time)on September 8, 2006. Receipt of late questions will not result in an extension to the response due date. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. The anticipated timeframe for contract award is in September, 2006. Quoters shall address the requirements with evaluation factors in mind (See Evaluation Factors for Award, FAR 52.212-2, below). Prices for the services described in this RFQ shall be submitted in the format shown in the section entitled Contract Line Item Numbers (CLIN). Interested parties shall break down each CLIN by unit price and total price for each item/services. Interested parties shall include the price for this requirement in their firm fixed price for the required services (See Contract Line Item Number (CLIN). The following provisions apply to this solicitation: 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JAN 2005) 52.212-2 EVALUATION-COMMERCIAL ITEMS and 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAR 2005). Quoters must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items in their quote. Quotes must be good for a minimum of sixty (60) days. EVALUATION FACTORS FOR AWARD: The Government intends to evaluate quotations and make awards without discussions with quoters. Therefore, the quote should reflect the quoters best terms from a price and technical standpoint. The Government reserves the right to conduct discussions, if the Contracting Officer later determines them to be necessary. The technical evaluation factors are as follows: technical capability and corporate experience; past performance and price. Technical capability and corporate experience and past performance when combined are more important than price. Technical capability and corporate experience subfactors: Quotations will be evaluated on the quoter?s technical capability and corporate experience to: (1) meet EEOC?s requirements in accordance with the requirements stated in this RFQ No. 060146; and (2) provide a short term connection to the software service so EEOC can evaluate the clarity, performance of the service, and the auditory clarity of the service. Past Performance: The performance record assesses the quoter?s past and current performance in terms of customer satisfaction. Past performance assesses the quoter?s record of delivering services to small Federal Sector environments. The evaluation of the past performance factor will be based upon the vendor's past performance on contracts and subcontracts currently on-going or completed within the last three (3) years that are directly similar in scope, magnitude, and complexity to the requirements in this RFQ. EEOC will evaluate past customer satisfaction including its record of satisfying customer requirements and the quoter?s record of professionalism in working with customers in a technically advanced systems environment. The quoter shall provide a minimum of three (3) references for past performance. The past performance information for each reference shall include the following: Name and address of Government agency or other non-government client; 2. Name, title and telephone number of Contracting Officer or other Point of Contact; 3. Name, title and telephone number of client?s program or project manager, if applicable; 4. Contract number, period of performance, and dollar value of contract; and 5. Description of services provided. Evaluation of Options: Except when it is determined in accordance with FAR 17.206(b) not to be in the Government?s best interest, the Government will evaluate offers for award purposes by adding the total price for the option period to the total price for the basic requirement. Evaluations of the option will not obligate the Government to exercise the option. The EEOC shall evaluate the price and functionality to determine the reasonableness of the software service. The Government intends to evaluate quotations and make award without discussions (except clarifications as described in FAR 15,306(a). Therefore, the vendor?s initial quote should contain the vendor?s best terms from a price and technical standpoint.. BASIS OF AWARD: Quotes that do not conform to all requirements will be rejected without further consideration. Award will be made to the responsible quoter who satisfies all requirements and whose quote is determined to offer the best value, using the tradeoff approach. The award shall be based on best value to the Government.
