- The Naval Air Warfare Center-Aircraft Division (NAWCAD), Special Communications Requirements (SCR) Division (Code 4.5.11), St. Inigoes, MD, has a requirement for ?Brand Name Mandatory? Environmental Container Systems (ECS), Inc., Transit Cases. The North American Industry Classification Systems (NAICS) Code for this requirement is 326199, ?All Other Plastics Product Manufacturing? with a size standard of 500 employees. The Government intends to award a firm-fixed price Contract on a ?Brand Name Mandatory? basis for the ECS, Inc., products listed below under the authority of FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements? as implemented by 10 U.S.C. 2034(c)(1 ). ECS, Inc., located at 3560 Rogue River Highway, Grants Pass, OR 97527, is the sole manufacturer of the required equipment that will support the United States Air Force Remote Radio Secure Voice System Radio Unit / Interface Units equipment into transit cases program. The Remote Radio Secure Voice System Radio missions require shock and vibration proof transit cases for storage, transport, and protection against severe weather conditions that will facilitate rapid delivery of contained advanced communication equipment to theaters of operation around the globe. The ECS transit cases are designed for tactical environments, a variety of weather conditions, and they are also compatible with existing equipment. The Remote Radio Secure Voice System requires transit cases that range between four (4) and nine (9) units in height and have a depth of 24? with a slide-out inner frame. They include four (4) handles and come with the 9U nut bars installed. All transit cases are engineered to contain the specific Remote Radio Secure Voice System communications equipment and are designed to hold up to 63 lbs, 61-69 lbs, 82-85 lbs or 112-116 lbs. The continued procurement of these transit cases is required to maintain commonality between Radio Units/Interface (RU)/(IU) and Spiral 3 systems, which are the platforms upon which the cases are utilized. All of the transit cases are engineered to contain the specific RRSVS communications equipment (FCC-100, KG-94, Audio test). In order to facilitate the exchange of cases, which may be required for maintenance or damage repair of the communication equipment, it is imperative that all variations of all transit cases are identical to those previously fielded. Procurement of identical cases will allow the continued operation of Remote Radio Secure Voice System Radio and Spiral 3 while communication equipment is being repaired or serviced. Award is anticipated by 26 September 2006. Contract is to be FOB Destination to Receiving Officer, NAWCAD, Building 8115, Villa Road, St. Inigoes, MD 20684-0010, and shall be Marked For (M/F) as specified.
