- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.603, as supplemented with the format included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Department of Interior, through its Franchise Fund activity, GovWorks, is issuing this solicitation, Number 04-06-RQ63449 as a Request for Quote (RFQ) on behalf of the US Department of Agriculture, Risk Management Agency. This contract will procure services to support the USDA with evaluating participation in crop insurance programs in Arkansas and Mississippi using RMA developed Program Evaluation Handbook, FCIC 22010. The outcome of evaluations may be recommendations to revise any resolution, manual, handbook, guide, directive, or actuarial structure to address any identified conflicts, ambiguities, inconsistencies, gaps, duplications, problems. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS code is 541990 and the Product Service Code is: R407. The resultant contract will be FFP with one item T&M.
