Description
PROJECT: Armament Overhaul/Test Facility. LOCATION: Hill AFB, Davis County, Utah. TYPE OF AWARD: This acquisition is proceeding as an Unrestricted, Request for Proposal (RFP). Large businesses competing for this project must comply with the FAR 52 .219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: 51.2% for Small Businesses; 8.8% for Small Disadvantaged Busines ses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Service Disabled Veteran Owned Small Businesses. Estimated cost range is between $5,000,000 to $10,000,000. This procurement will be conducted under FSC Code: Y199; SIC Code: 1542; NAICS Code: 236220. The small business size standard for this code is $31,000,000. Information about the time and location of the site visit/preproposal conference will be found in Section 00100 of the solicitation, clause 52.236-27. JOB DESCRIPTION: Design-Build of a medium bay 24 foot high facility with reinforced concrete footings, foundation and floor slab, steel f rame with insulated masonry walls and a 4-ply, built-up, insulated roof adjacent to an earth covered, gun test range. Range shall be constructed with reinforced, concrete walls and roof sufficient to accommodate indoor testing of 20mm armaments and concre te floor slab. Project includes utilities, parking area and unique site work including a 20 foot earth berm on all sides of the gun range for sound and safety measures. Demolish existing gun range totaling 445 SM. Comply with DoD force protection requir ements per unified facilities criteria. The RFP for this project will be issued on or about 21 September 2006 and offers are anticipated to be due on or about 24 October 2006. Plans and specifications will not be provided in hard paper copy or CD-ROM for mat. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as follows : Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov).
