Description
The Department of Health and Human Services, Substance Abuse Mental health Services Administration (SAMHSA) Center for Substance Abuse Treatment (CSAT), requires a contractor to provide professional services for the following: Background Alcohol and other drug abuse and mental health problems are among society?s most pervasive medical and social concerns. Individuals, families, and local communities continue to be seriously affected by substance abuse and mental health challenges. Historically, grassroots faith and community organizations have responded to these issues operating on shoestring budgets and without federal, local and state support. Since 1992, SAMHSA has actively engaged and supported faith-based and community organizations involved in substance abuse and mental health services. In January 2001, President George W. Bush signed an Executive Order, expanding the 1996 Charitable Choice Legislation enacted under President Clinton?s Administration. In FY 04, President Bush introduced the Access to Recovery Program (ATR) Grant, a SAMHSA treatment and recovery support initiative, offering those affected by the substance abuse opportunity to choose treatment and recovery services among community and faith based clinical treatment and recovery support service providers. In FY 06, SAMHSA desires to continue it work with community and faith based organizations including ATR service provider organizations by providing capacity building and sustainability technical assistance and training to these groups. I addition, SAMHSA desires to procure contractual services with organizations having specific expertise in providing technical assistance and training to grassroots faith and community organizations including ATR treatment and recovery provider organizations. Geographical designations are specified. For this particular requisition, the contractor must agree to provide technical assistance and training to faith and community organization including ATR treatment and recovery providers in the state of Texas and Louisiana. Statement of Work General Requirements 1. Government Project Officer shall monitor the project to ensure that deliverables are timely and satisfactory. . Specific Requirements: The Contractor shall: Task I: Meeting with Government Project Officer Task 1:1 The contractor shall within five days of the date of the award, meet with the GPO to refine tasks and ensure understanding of all activities. At this meeting or before, the contractor shall provide two copies of a draft work plan and (TA) evaluation plan. Task 1:2 The contractor shall, within 10 working days following the initial meeting, provide copies of a final work plan, final time lines and schedules, budget proposal and materials/ manuals to be provided. In addition to the first meeting the contractor shall have weekly or bi-weekly to discuss progress to date, issues requiring clarification, problems and next meetings. Task 1:3 The contractor shall convene three community and faith based capacity building meetings in each designated state (3 events per state) focusing on infrastructure development, sustainability, entrepreneurship, data reporting (including web based systems) fiscal accounting, marketing, volunteerism and grantmanship. Task 2 The contractor shall provide a report of each meeting or event. The report will include purpose, attendees and their affiliation, contact information and a follow-up action plan. Reports will be submitted to both the GPO and ATR Lead. Task 2:1 The contractor shall prepare and submit the GPO weekly status reports, reports of contacts and indicators of successful outcomes. Task 3 The contractor shall secure acceptable meeting sites and hotel accommodations, provide pre-meeting logistical services, develop and obtain meeting materials, such as registration forms, brochures, invitation letters, agenda, participant lists. GPO shall approve logistical plans, brochures, invitation letter, agenda, participant list, meeting facilitation guidance materials and thank you letters. The contractor shall develop any material not already in existence and provide them to the ATR Lead. *Please note that until further notice the Department of Health and Human Services will no longer reimburse contractors for food, including light refreshments, and NO registration fees will be collected from any source, whether a sponsored or un-sponsored attendee. Task 5 The contractor shall administer the SAMHSA/GPPRA participant satisfaction and follow-up surveys to evaluate technical assistance activity, input survey data into SAMHSA?s data base and provide a written analysis of survey results (if TA is provided). Task 6 The contractor shall submit a monthly progress report by the tenth (10th) of the following month. The report shall include meeting survey summaries; summary of action steps taken to execute meetings including selection of presenters, problems encountered and resolutions, description of partnerships and discussion of outcomes; achievements of quantitative goals and objectives; etc.. Task 7 The contractor shall submit a final report written 30 days after the final series of training activities. The report shall include pre and post customer satisfaction survey summaries; summary of action steps taken to execute meetings, including selection of presenters, problems encountered and their resolution, description of partnerships with other agencies, state government, demographics of participants, discussions of outcomes including descriptive chart representations, participants list and recommendations for future meetings. Schedule of Deliverables Contractor shall deliver: Tasks 1, 1:2, 5 Due October 10, 2006 Monthly Report Due November 2006 Task 2:2-1 (2 TA events/meetings) Tasks 3, 4, 5 Due January 10, 2007 Monthly Report Task 2:2-1 (2 TA events/meeting) Task 3, 4, 5 Due February 10, 2007 Monthly Report Task 2:2-1 (2 TA events/meetings) Task 3, 4, 5 Due April 10, 2007 Monthly Report Task 2:2-1 (2 TA events/meetings) Task 3, 4, 5 Due May 10, 2007 Final Report Task 2:2-1 (1 TA events/meetings) Task 3, 4, 5 Due June 10, 2007 The above requirement is a ?Simplified Acquisition?, Fixed Fee contract. NOTE: Please forward one (1) original and two (2) copies of your completed quotation (s), technical narrative(s) and cost quotations via mail, federal express or courier. The Division of Acquisition Management will no longer accept courier packages of any kind, except from couriers who have authorized access e building (i.e., government issued identification badges) due to heightened security. Currently the following organizations have authorized access to the Humphrey Building: Federal Express, United Parcel Service, Airborne Express, DHL and the U.S. Postal Service. Certain courier services in the Washington Metropolitan Area also have access. Please check with the courier service you plan to utilize for delivery, to ensure they are currently authorized. Please note that correspondence for U.S. Government agencies goes through an irradiation process and may take up to 5-10 days to receive. Recommend not using U.S. Postal Service unless you send special delivery or express mail. Can you provide copies of the SAMHSA/GPPRA participant satisfaction and follow-up surveys? A. No, we can?t because this is a new audience. They can go to the SAMHSA website to look at SAMHSA/GPPRA. Q2. Is there an incumbent? If so, who and was their performance satisfactory? A. There is not an incumbent, this is a competitive solicitation. Q3. Can you confirm that the capacity building meetings will be conducted with ATR and other grantees? Or is this for organizations that are not currently grantees? Approximately how many attendees will be expected to attend each event? A. Training will be provided for all grassroots community and faith based organization including ATR providers. Q4. This procurement list only one state (New Jersey) and indicates 3 events per state (Task 1:3). However, the deliverables list indicates 9 meetings. Will there be additional states covered in this procurement, will there be 9 events in New Jersey, or will there only be 3 meetings delivered? A. For the state of New Jersey, there will be 3 training events planned. Q5. Are there any guidelines/restrictions on the proposal submitted? What are the evaluation criteria? A. The technical proposal should address the statement of work, tasks and deliverables, and emphasis on evaluation criterion. The evaluation criterion was provided as an amendment to the solicitation and is available form the FEDBIZOPPS website. Q6. What is the relationship, if any, between these series of procurements and the one awarded last year? A. There is minimal relationship. The focus this year is on sustainability pass this Administration. As a result of our previous years of training small grassroots organizations have received grants however these grants will be terminating and we are attempting to provide TA that will address sustainable options. Q7. Is the contractor expected to identify, recruit and recommend presenters for government approval? A. Yes, in most cases. Q8. Has the content for the presentations been developed or is the contract award expected to cover this expense? Does the government expect to approve content prior to the presentation? A. The content has not yet been developed. It will be the responsibility of the contractor to do so, as well as provide samples of previous work in this area. Q9. Is the contract award expected to pay honorariums for presenters? A. The contractor must determine this. It is not a government decision. Q10. Is the contract award expected to pay for hotel lodging for participants? presenters, and/or government representatives? A. No the contractor is not expected to pay for hotel lodging for participants, presenters, and or government representatives. Q11. How many participants are expected to attend each capacity building meeting? A. 25-50 participants. Q12. The solicitation lists a total of 7 tasks, but there does not appear to be a task # 4. The tasks go from # 3: ?secure acceptable meetings sites to # 5. Is this a typo or is something missing. A. It is a typo. Q13. Will all of the TA under this contract take place during the 6 meetings ? 3 each in Illinois and Wisconsin? A. Yes. Q14. Will the contractor be required to provide TA on site at any of the faith Based and community organizations involved in the project? If so, approximately how many onsite TA visits will be required and what will be the length of each visit? A. No TA is required on site at any of CFBO service provider sites. Q15. Regarding the 3 capacity-building meetings in each state, approximately How many total participants will attend each event? A. Approximately 25-30 participants. Q16. Is there a specific city in ach state (Wisconsin and Illinois) where the 3 meetings will take place (i.e., Chicago, Milwaukee)? A. Preferably in Chicago and Milwaukee. Q17. For budgeting purposes, what are the specific meeting room requirements for each meeting (i.e. # of plenty rooms, breakout session rooms, AV requirements, etc.)? A. This is to be determined by the contractor according to need. Q18. Will the meetings require a note taker or recording equipment? A. To be determined by contractor according to meeting needs. Q19. Approximately how many total participants at each event will require travel and lodging support from the contractor? A. None. Q20. What is the expecting length (number of days) of each event/meeting? A. 2-3 days. Q21. Should a pre-meeting site visit to the meeting site be included in the budget? A. Contractor will determine based on need and budget. Q22. Regarding Task 5, will the contractor be expected to administer the SAMHSA/GPPRA participant satisfaction and follow up surveys only to those participants who attend the events described in Task 1:3, or will other organizations in the designated states be surveyed as well? A. Only the participants. Q23. Approximately how many people will be surveyed under Task 5? A. This is based on the number of participants at each event. Q24. Will the contractor be required to obtain OMB clearance in order to execute Task 5? A. None is required. The survey has already been approved. Q25. Also, under Task 5, what type of software (if any) is required for inputting the survey into the SAMHSA database? A. A computer is all that is needed. Q26. Will the contractor recommend speakers/presenters for the meetings, or will they be selected by the Government? A. By both with government approval. Q27. Will the contractor provide travel support and honoraria for these speaker/presenters? A. Contractor must determine according to budget. Q28. Approximately how many speakers/presenters will attend each meeting/events? A. Contractors determination. Q29. What is the consultant fee/ honoraria amount for speakers/presenters? A. The government rate of $400 per day and $250 prep. Q30. Approximately how many pages of meeting materials is the selected contractor expected to reproduce for each meeting? A. According to the number of participants. Q31. The list of report topics discussed in Task 7 includes ?description of partnerships with other agencies??. Will the contractor be expected to contact the meeting participants AFTER the meeting to obtain this information, or does this refer to partnerships that have been established prior to the meeting? A. Partnerships that have previously been established.
