Description
In accordance with simplified acquisition procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD), Cancer Diagnosis Program (CDP) intends to procure on a sole-source basis with the Kaiser Foundation Research Institute, Center for Health Research, 3800 N. Interstate Ave., Portland, OR 97227-1110 for their continued support in the development of specialized tissue microarray by providing information on their collection of colorectal cancer and polyps of the colon. The CDP has supported the development of specialized tissue microarrays to allow for the efficient study of prognostic markers. A continuing need exists to find appropriate resources of archived cancer tissue. Such resources are not common, particularly as pathology departments seek to conserve resources by discarding older cases. In addition, the collection of specimens must be linked to credible and extensive data about the clinical and pathologic characteristics of the original specimen together with a reasonably long period of follow-up to gauge the ultimate prognostic value of any molecular marker. Kaiser Permanente, Northwest Division (KPNW) has a very valuable collection of colorectal cancer and polyps of the colon. This procurement will support pathologic assessment of benign polyps of the colon diagnosed and pathologically removed at Kaiser Permanente during the period 1985-2000 for the production of tissue microarrays and to link them with a database that includes the important variables specified by the College of American Pathology and the clinical and outcome data from the KPNW Tumor Registry. These tissue blocks will be supplied to the NCI for production of NCI-designed tissue microarrays. If the individuals from whom the polyps were removed have developed a subsequent colon or rectal cancer, the malignancy will also be included. This is the continuation of an on-going project, previously Kaiser Permanente, Northwest Division provided cases of colon and rectal cancers to be incorporated in tissue microarrays. This yielded 2975 Colon and 853 Rectal cancers newly diagnosed between 1970 and 2000. This procurement will allow them to evaluate polyps and match them with colon cancer cases to provide exceptionally valuable materials for research on colon cancer progression. This is a unique collection and the continuation of an ongoing project. There are no other collections available with the extent and quality of clinical follow-up data known to the NCI Researcher. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 20, 2006. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
