Description
The National Cancer Institute, Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services regarding Promoter Hypermethyaltion in the Argentine Bladder Cancer Tumor Marker Study with Transgenomic Inc., 12325 Emmet Street, Omaha, Nebraska 68164. The supplies and services herein are being procured in accordance with FAR Part 12 with the authority to use simplified acquisition procedures as authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. This acquisition is set aside for a Total Small Business. The purpose of this requisition is to analyze promoter hypermethylation status in DNA from 28 cases that were exposed to varied levels of arsenic in drinking water. CpG sites within the promoter region of ten genes will be analyzed to determine whether each promoter is hypermethylated and potentially silenced by exposure to arsenic in drinking water. Transgenomic, Inc. conducted the pilot study using samples from the Argentina Case-control study MQ515301. They developed novel methods to bisulfite treat and sequence all CpG sites in the promoter region and are to our knowledge the only laboratory using this method. Therefore, because of comparability of these results to those of the previous pilot study with these unique methods developed, Transgenomic Inc. is the only source to conduct the analysis of these samples. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 15, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
