- Contract Extension SYNOPSIS: NOTICE OF INTENT The U. S. Department of Energy, Savannah River Operations Office, published a Sources Sought /Request for Information synopsis in June 2005, reference solicitation number DERI09-05SR22470. The synopsis announced that the planning for a competitive solicitation and award of a contract for the management and operation of the Savannah River Site was under way. On December 16, 2005, DOE issued its general Acquisition Strategy in which DOE indicated its intention to conduct two major contract competitions: (1) a full and open competition for a site management and operating (M&O) contract, including operation of the Savannah River National Laboratory but excluding operation of the liquid waste system; and, (2) a full and open competition for a contract for operation of the Liquid Waste system. This announcement furthers the implementation of that Acquisition Strategy. To enable the Department to continue its critical mission at Savannah River Operations Office during the solicitation and award phases of these competitive acquisitions, and in order to allow the acquisition cycle time required to adequately foster full and open competition and award successor contracts for these highly complex requirements, the Department intends to extend the existing contract with Washington Savannah River Company, LLC, (WSRC) for up to 18 months effective January 1, 2007. This extension is required to provide uninterrupted site support while the competitive procurement is completed. Pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1) the Department has determined that due to the critical need for uninterrupted support, only one responsible source exists to satisfy the agency???s immediate requirements for the limited period of time necessary to conduct the full and open competitions for the M&O and Liquid Waste services.
