Description
The U.S. Dept. of Commerce/ITA intends to negotiate on a non-competitive basis with Stleo Film & Video, LLC. The Government anticipates making a fixed price award under FAR Part 12, Acquisition of Commercial Items, of a purchase order. The North Amercan Industry Classification System (NAICS)Code for this acquisition is 611710 and the size standard is 6.5 million. There shall be zero dollars compensation to the vendor of this award. This requirement is to support MAS's effort to develop and implement an educational and awareness day event on manufacturing and services. The contractor shall provide project management and expert counsel necessary to develop and implement the MAS day event and provide MAS staff with the knowledge, ability and tools necessary to develop and implement the logistics of the MAS day event. SPECIFIC TASKS: Task 1. Development of four Video Presentations The contractor shall develop four video presentations focusing on perceptions, and the 2006 realities associated with Manufacturing. Each video will be a unique presentation unto itself, offering information in an entertaining and informative manner. The approximate length of time for each is 2-3 minutes. (1) The contractor shall create a video presentation discussing the concept of innovation, as well as the entrepreneurial spirit and vision that characterizes the American manufacturing sector. (2) The contractor shall create a video presentation discussing the concept of worker training thateducational institutions and corporate America working together to encourage people to enter the educational institutions that promote the "new" manufacturing skills of the 21st century. (3) The contractor shall create a video presentation discussing the concept of the environment providing examples of accomplishments and contributions of outstanding manufacturing companies who have served our environment well by incorporating their philosophies into the corporate culture. (4) The contractor shall create a video presentation discussing the concept of competition providing examples of the competitive challenges manufacturers face today and unique methods of manufacturing. Task 2. Logistical support for the Event The contractor shall set up the auditorium and main lobby to accomodate a general session and breakout sessions that will occur throughout the manufacturing day event. PROJECT MANAGEMENT Detailed Plan: The contractor shall develop and deliver within 10working days from the date of task award a detailed plan for completion of the tasks and deliverables in this Statement of Work. The plan shall expand on the technical proposal by providing a more detailed schedule for completion of each task and deliverable and describe a detailed methodology to be used to complete the technical work and provide project management and oversight. The plan shall also specify key personnel assigned to the project and identify specific individuals associated with the staff plan. Project Review/Status Meetings: The contractor shall conduct regular project review meetings with the Contracting Officer's Technical Representative (COTR), senior MAS staff and key project staff. These meetings will be scheduled in addition to regular communication between the contractor, COTR and MAS staff. Regular scheduled meetings include: (1) Project review/status meetings with COTR and MAS staff every two weeks and in conjunction with the delivery of contract deliverables. (2) Senior MAS executives, at the direction of the Assistant Secretary and COTR, may schedule additional meetings with the contractor when notable deviations from the project schedule develop or when problems in the performance of tasks occur. (3) Monthly status reports will be prepared that identify the project deliverables schedule, percentage of work completed for each task/deliverable, labor hours proposed by labor category and labor hours expended by labor category for each task/deliverable and for any projections for the next month. This monthly status report shall identify problems encountered, issues of concern, deviation from schedule, causes of such deviations and their impact on the project. General Project Management: The contractor shall maintain and execute overall management of the project. The contractor shall have a comprehensive knowledge of tasks to be performed, the individuals(s) assigned those tasks (either contractor associates or MAS staff), and the progress towards completion of said tasks. The contractor shall be pro-active in addressing delays in the project and make necessary adjustments, as approved, to meet schedule requirements. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than I5-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Amy.SandersWhite@noaa.gov, Purchasing Agent. Note 22 applies with the exception of number of days advertised shall read 15 days.
