Description

PROJECT DESCRIPTION: The project requires the Contractor to be responsible for supplying all labor, materials, equipment, freight and delivery, and all necessary valid licenses and permits required for Phase III construction of the US Forest Service Air Tanker Base located at the Chattanooga Metropolitan Airport (CHA), TN. Contractor is required to coordinate with the airport authority and the FBO. Security issues and permits to be coordinated with Ruth Dudley, Operations and Security Manager with the CMA (423-855-2208). Phase II of the Tanker Base construction will be located on a leased site at the Chattanooga Airport, adjacent to an active runway and the 2004-completed Phase I, constructed taxi-way and loading pads. This project is a continuation of two previous projects to construct a U.S. Forest Service Air Tanker Base on leased property at the Chattanooga Airport. The Base will operate a fire retardent mixing plant and loading facilities for fire fighting air tankers contracted to the U.S. Forest Service. The taxiways and loading pads were completed in Phase I. Phase II completed the remaining project site earth work, drainage structures, stone base access roads and parking for future paving and some utility work. Phase III project includes construction of a 72’ x 72’ concrete containment pad with the associated utilities and conduit in the pad, all fire retardent mixing plant equipement and controls purchase and installed as specified, and additive items for 1) a construction of a small warehouse of split ribbed block that is adjacent to the mix plant and 2) the base course paving for the heavy duty haul loop road, the light duty parking area, and the areas around the warehouse. ESTIMATED PRICE RANGE: between $500,000 and $1,000,000.. PROJECT LOCATION: The Chattanooga Air Tanker Base is located on off the newly constructed Jubliee Drive, that intercepts Lee Highway at the south end of the Chattanooga Airport property at Brainard Road, and on leased property on the west side of the airport land. The tanker base itself is located just north and adjacent to the new Chattanooga Metro Airport Fire Station along Jubliee Drive. Jubliee Drive is an open – public road that deadends just passed the Chattanooga Air Tanker Base presently under construction. SOLICITATION DOCUMENTS: The solicitation, AG-4756-S-06-0025, and related documents will be issued via FedBizOpps as an Invitation for Bid and will be available for downloading on or about July 5, 2006 at the website address: http://www.fedbizopps.gov/. A Pre-Bid visit date will be included in the solicitation. All vendors are required to be registered in the Central Contractor Registration database(CCR) prior to award of a Federal contract. Registration may be completed on the internet at http://www.ccr.gov/. Information is available at the site including how to obtain a DUNS number, which is required to begin the registration process. Vendors are also required to be registered with the On-line Representations and Certifications Application (ORCA). Registration may be completed by going to http://www.bpn.gov and clicking on “Online Reps and Certs Application”. You must be active in CCR and have an MPIN from that active record to begin ORCA registration. All potential contractors and subcontractors should register on the FedBizOpps website as an Intrested Vendor.
