Description
NASA/GSFC has a requirement for Gas Chromatography quadrupole mass spectrometer in parallel to a continuous flow combustion isotopic ratio mass spectrometer sytem. The GC-QMS/IRMS instrument will meet the published specifications for each component: ? A 10kV isotopic ratio mass spectrometer capable of analyzing D, N, C, S, and O isotopes. This spectrometer must provide the highest level of sensitivity possible. ? High efficiency combustion units to convert samples into the appropriate gases for detection. ? A research grade gas chromatograph for separating mixtures into their components for Compound Specific Isotopic Analysis (CSIA). ? A research grade quadrupole mass spectrometer plumbed in parallel to the isotopic ratio mass spectrometer to determine compound identities. ? Elemental analyzers to determine the isotopic ratios in (D, N, C, S, and O) of pure solid or liquid compounds for calibration. ? A dual inlet to determine the isotopic ratios in (D, N, C, S, and O) of pure gases for calibration. ? Autosamplers for the elemental analyzers and gas chromatograph to allow for precise quantities of material to be injected. ? The necessary software, computers, and plumbing to allow these components to seamlessly work together. NASA/GSFC intends to purchase the items from Thermo Electron North America LLC under the autority of 10U.S.C 2304(c)(1) only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 16, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
