Description
NASA/MSFC has a requirement for NASA/MSFC has a requirement for Endosafe? ? Portable Test System (PTS) Cartridges (200 each Glucan Cartridges and 200 each Gram Positive Cartridges) a total of 400 cartridges; a software upgrade to the PTS flight units to allow compatibility with each delivery of the cartridges (Glucan and Gram Positive); and a minimum of two years of engineering consultation and support to the flight testing of this hardware at MSFC. NASA/MSFC intends to purchase the items from Charles River Laboratories. They have sole proprietary rights for the Endosafe-PTS unit and Limulus Amoebocyte Lysate (LAL) cartridge system, a unique, one-of-a-kind microbial detection instrument. Flight specifications for PTS cartridges require different materials and production methods than the standard consumer PTS products. Charles River Laboratories is the only one authorized to make these modifications due to the patented and patent-pending technology that is needed to achieve these required non-standard features. Charles River Laboratories, a large business, is the sole distributor of the Endosafe-PTS and LAL cartridge system. This is the only hardware system available to meet the needs addressed by the Marshall Space Flight Center's project?s system and science unique requirements. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and Subpart 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. STATEMENT OF WORK Test Cartridge Requirements This document specifies the performance, quality, and manufacturing requirements that the Test Cartridges must satisfy. 1.0 Test Cartridges 1.1 Test Cartridges shall perform for twenty-four (24) months from the date of manufacture if stored at a temperature of up to 35?C. 1.2 Test Cartridges shall have a sensitivity range of 5 ng/ml to 0.05 ng/ml. 1.3 The acceptable temperature for Test Cartridge processing shall be 37?C ?2?C. 1.4 Test Cartridges shall have four (4) sample reservoirs. Two (2) are used for sample analysis and two (2) are used for instrument calibration. 1.5 Test Cartridges shall be fabricated from a flight qualified material. 1.6 Test Cartridges shall be sealed for cleanliness using a material that is flight qualified. 2.0 The PTS Reader software shall be compatible with the test cartridges. Quality Requirements for PTS Cartridges and Gram Positive Cartridges (1) The part shall have an acceptable Certificate of Compliance (COC) that:(a) bears the typed name and signature of a Responsible Representative of the Company (b)contains a statement that all materials, processes and/or finished components, (supplied under this Purchase Order), meet or exceed all applicable specifications/requirements listed and lists all applicable part/specification/requirement numbers, lot/batch dates/codes and serial numbers,. (2)The parts must be packaged and padded to prevent damage in shipment in accordance with existing Shipping and Handling standards and (3)The Package must be marked as per the instructions of the purchase order. (4)The Government reserves the right to inspect any or all of the work included in this order at the supplier's plant. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. CST on September 14, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than September 07, 2006. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Any referenced notes may be viewed at the following URLs link below.
