Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) to award a contract for the deepening of the existing elevation of the S-NB-1 Contract 4, Federal Navigation Channel System to a depth of 52 plus 1.5 fe et (MLW). The project area is located in the New York, New Jersey Harbor: along the northern portion of Newark Bay, below Elizabeth Channel and the western end of KVK Channel. The Project consists of the dredging and placement of non-rock, HARS and may ne ed drilling, blasting, dredging and placement at a reef site of rock material The non-rock material unsuitable for HARS placement will be placed at an Upland Placement Facility. The estimated cost range for this project is between $75-$125 Million. No awa rd will be made unless a Small Business Sub-Contracting Plan is accepted and approved. The New York District subcontracting goals are specific percentages of the contractors total planned subcontract amount. The goals are as follows: 51.2% with Sma ll Business, 8.8% with Small Disadvantaged Business, 7.3% with Women- Owned Small Business, 3.1% with HUBZone Small Business, 1.5% with Service-Disabled Veteran-Owne d Small Business. The duration of this project is approximately 515 calendar days, inc luding optional Items. This procurement is being solicited as UNRESTRICTED. The applicable NAICS CODE IS 237990 with a Small Business Size of $18.5 Million. Plans and Specifications for Solicitation will be available on or about 15 September 2006. Bid Opening date is on or about 16 October 2006 at 2:00 P.M. (Eastern Standard Time). Bid opening will be held in room 1841 of 26 Federal Plaza, New York, New York 10278. The media selected for issuance of the synopsis/solicitation and amendment s shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet and CD-ROM. Paper copies of this solicitation and amendments if any will not be available or issued. Interested parties ma y download and print the solicitation at no charge at http://www.fedteds.gov. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) (www.ccr.gov) and Federal Data Technical Solution (FedT eds) (www.fedteds.gov). The new system called Federal Technical Data System FedTeds (http://www.fedteds.gov) is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal Agencies. Project specification files and drawings are portable docume nt files (PDF) and can be viewed, navigated, or printed using A5. Internet Explorer 6.0 the recommended Browser. However, Internet Explorer 4.x, Internet Explorer 5.5 or greater, Netscape 4.x (except 4.7) and Netscape 5.x are also compatible with FedTe ds. Utilization of the Internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $15.00 to USACE, NY. DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be regi stered in the Department of Defense (CCR) Database prior to award. Lack of registration in the CCR will make an offeror ineligible to download the solicitat ion and for award.
