Description

The NIH Library intends to procure on a sole source basis to ProQuest Information and Learning, 6216 Paysphere Circle Chicago, IL 60674. Specifically, the contractor and the NIH Library plan to enter in site license allowing electronic access to the following databases, including maintenance and software fees: ProQuest Health & medical, Medline A&1, ProQuest Psychology Journals, and Research Library Package. The period of performance or subscription will be October 2006 to September 2007. ProQuest provides the only source of common interface for this specific collection of 5,000 journals titles. This acquisitions is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be under North American Industry Classification System code 511120 with a size standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
