Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Phadia US, Inc. (formerly Pharmacia Diagnostics), 1 Sunset Court, Warren, RI 02885, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This is the only known source that can provide the ImmunoCAP 100E System and corresponding chemicals and reagents required for NIEHS Clinical Research Unit (CRU) operation. This automated integrated laboratory system for processing total and allergy specific IgE, and utilizing fluoroenzyme immunoassay (FEIA) technology, a requirement of the NIEHS CRU research. Additionally, NIEHS must be able to directly compare study findings to the National Health and Nutrition Examination Surveys (NHANES). NHANES also uses this system. The Reagents required are all proprietary to Phadia and especially designed to work with the ImmunoCAP 100E System. This purchase includes: ImmunoCAP 100E System (Product#12-3500-02); ImmunoCAP Data Manager (Product #12-3801-11); ImmunoCAP Specific LGE (Product#10925302); ImmunoCAP Specific LGE Calibrators (Product #10925401); Allergen ImmunoCAP (16 ImmunoCAP); ImmunoCAP Total LGE (Product #10925101); ImmunoCAP Total LGE Control LMH (Product #10944701); ImmunoCAP Development Solution (Product #10926301); and ImmunoCAP/Pharmacia CAP System Washington Solution (Product #10942201). Any firm believing itself capable of providing this system may respond by submitting a written narrative statement of capability within 15 days of date of notice to Paula Pier at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Phadia US, Inc. The NAICS Code/Size is 334516/500EM. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
