Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP), Clinical Cytogenetics Section (CCS) intends to procure on a sole-source basis with Applied Spectral Imaging, Inc., 1497 Poinsettia Ave., Vista, CA 92081 to upgrade the hardware and software of its Government owned Sky Spectral Karyotyping System SD300 HAM to a SD300 VDS including interferometer, personal computer, true 12 bit digital VDS - CCD Camera, 2 controllers, frame grabber, acquisition software, Windows XP, Bundling EXPO versions of Case Data Manager and Sky View Software. This upgrade will provide improved speed and resolution to the unique electro-optical system which are critical to the performance of state-of-the-art diagnostic and research cytogenetics studies. Three missions of the CCS are: to provide state-of-the-art clinical cytogenetics diagnostic services to patients seen at the NIH Clinical Center; to perform high quality clinical and translational research in cancer cytogenetics; and to train students, residents, and fellows the basic principles and methods used in cytogenetics. The contractor shall ensure all mechanical, electronic and software changes are fully compatible with the existing Government owned SKY Spectral Karyotyping System. Applied Spectral Imaging Inc. is the only vendor qualified to make these upgrades to the Government owned SKY Spectral Karyotyping System. The upgrade must be compatible with the existing equipment and the only source known to the NCI researcher that can meet the aforementioned requirements is Applied Spectral Imaging Inc. The Government?s intent is to upgrade one of its instruments, any capability statements offering a new instrument or that will not maintain the warranty and service plan of the Government owned Applied Spectral Imaging Inc. SKY Spectral Karyotyping System will not be considered. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 8, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. No collect calls will be accepted.
