Description
The Centers for Medicare and Medicaid Services intends make an award, under Simplified Acquisition (threshold of $100,000) to research, to analysis, and consultative services in pursuit of a new Master Labor Agreement (MLA). Research shall include comparison of the existing CMS MLA with the labor agreements of other government agencies and reviewing FLRA negotiability case law. Analysis shall include strategy recommendations, proposal development, etc. Consultative services shall include assistance in identifying ways in which the existing MLA can be improved. The contractor shall provide all necessary services, personnel, material, equipment, facilities, managerial organization and control and all other resources required to perform the work. The contractor shall provide labor relations research, analysis, and consultative services related to the expiration of the current Centers for Medicare and Medicaid Services (CMS) MLA and the negotiations to obtain a new CMS MLA. Benchmarking, the contractor shall benchmark the CMS MLA against others agencies? agreements. The work shall include a comparison and benchmarking of selected contract articles against other large and small agency contracts to determine trends in the government team. Contractor personnel must have three years experience in the following areas: a. data gathering and research, b. establishing and maintaining effective relationship with labor organizations, c. negotiating and administering labor agreements, d. conferring with labor organizations on behalf of management, and e. proving guidance, consultation, and staff assistance to management on a variety of labor relations matters. Contractor personnel shall have expert knowledge in: a. personnel management, b. labor relations theories, principles, and practices, c. laws, executive orders, regulations, policies, and concepts pertaining to federal labor relations, and d. current issues, practices, problems, and precedents in federal and non-federal sector labor relations. The effort is pending the availability of funds. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
