Description
The U.S. Department of Commerce/National Oceanic Atmospheric Administration intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) contract with National Academy of Sciences, 500 Fifth Street NW GR#406, Washington DC 20001 This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 12, Simplified Acquisition Procedure. Description: The Government has a requirement to obtain contractor services to develop and implement panels and workshops and material for Healthcare expenditures and how to improve treatment of national accounts. The Bureau of Economic Analysis (BEA) promotes a better understanding of the U.S. economy by providing the timeliest, relevant, and accurate economic accounts data in an objective and cost-effective manner. BEA produces economic accounts statistics that enable government and business decision-makers, researchers, and the American public to follow and understand the performance of the Nation's economy. To do this, BEA collects source data, conducts research and analysis, develops and implements estimation methodologies, and disseminates statistics to the public. BEA Office of Chief Statistician has a requirement to develop and implement panel discussion and workshops focusing on Healthcare expenditures and how to improve their treatment in the national accounts. The project requires in-depth knowledge of the decentralized nation?s decentralized federal statistical system, and expertise in studies on statistical applications in public policy and its ongoing review of statistical policy activities of the Executive Branch and Congress. National Academy of Science?s Committee on National Statistics is the only non-profit with both links to the major US Statistical Agencies, academia, and business and have a current discussion effort in health industry economics. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above.
