- New Motorcycles and All Terrain Vehicles for the Clearwater National Forest, Clearwater County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotations No. R1-5-06-40. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation 2005-12. The clauses and provisions referenced in this quotation can be found in full text form at http://www.arnet.gov/far Line Item 01 - 2 each Trail Bikes, Yamaha T-R230 or equal, 223cc air cooled, SOHC 4 stroke, 6 speed transmission with manual clutch, front suspension 36 mm telescopic fork, 9.4 inch travel, rear suspension to be link type single shock 8.7 inch travel, ground clearance 12 inches, light weight, headlight, horn, rearview mirror, speedometer, odometer, hour meter, and rear rack. Trail bikes will be used on rough steep trails. We are looking for high clearance, with low end power and good braking ability and light weight for manageability. Item 02 - 2 each, All Terrain Vehicles (ATV?s), Yamaha Grizzly 450 or equal, four wheel drive, 421cc liquid cooled engine, four stroke, electric start with aux. pull, all wheel engine braking, 3 way locking differential, front suspension, 6.3 inch travel, rear suspension 9.5 inch travel, with a winch rated at 2500 pound. ATV?s will be used in rough terrain. Date of Delivery: On or before October 30, 2006. Delivery and Acceptance Location: Motorcycles and one ATV: Clearwater National Forest, 12730 Hwy 12, Orofino, ID 83544 Delivery and Acceptance Location for one ATV: Palouse Ranger District, 1700 Hwy 6, Potlatch, ID 83855. The provisions at 52.212-1 - Instructions to Offerors -Commercial Items, applies to this acquisition. As a minimum, offers must show (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Price and any discount terms; (6) Remit to? address, if different than mailing address; and (7) Confirmation of ability to meet delivery date. Addendum to 52.212-1: The Government will award a contract resulting from this quotation to the responsible offeror whose offer conforming to the quotation will be most advantageous to the Government, price and other factors considered. The following four factors shall be used to evaluate offers -technical capability of the item offered to meet the Government?s requirement, price, servicing location and delivery date. The Government will evaluate all quotes submitted before contract award. Vendor's quote should include a description of the items submitted along with the price quote. The Government may offer the award on this contract to more than one vendor, depending on best value to the Government. If the vendor's quote is based on an all-or-none basis, quote should indicate this. Vendors may submit more than one quote. The Government intends to pay for the ATVs via Government electronic funds transfer, as such, vendors are required to be registered in the Central Contractor Registrar at www.ccr.gov. before contract award. The Government may purchase the motorcycles by VISA credit card. Contractor should indicate in their quote if they will only accept a credit card payment for these items.
