Description
This solicitation is hereby amended to: i) answer questions to the solicitation; ii) clarify language in the evaluation criteria. Answers to questions to the solicitation: Question 1: Numbering/lettering errors - are these oversights or is there missing information? Ex. (Section 2.8.3.2 omitted) ANSWER: THESE ARE OVERSIGHTS, NO INFORMATION IS MISSING. Question 2: It appears that the number of users on the User Listing attachment differs from Section 2.2 of the Statement of Work. Can you please confirm the total number of users at DOL? ANSWER: THERE ARE CURRENTLY APPROXIMATELY 2058 USERS IN DOL AS PER THE STATEMENT OF WORK. THIS NUMBER IS TO BE TREATED AS AN ESTIMATED NUMBER SINCE USERS WILL COME AND GO OVER TIME. Question 3: Is an electronic copy of the proposal acceptable or must the proposal be submitted in hardcopy? ANSWER: PROPOSALS MAY BE SUBMITTED ELECTRONICALLY VIA EMAIL TO JORDAN.RONALD@DOL.GOV. PROPOSALS SUBMITTED BY FACSIMILIE WILL NOT BE ACCEPTED. IF HARDCOPY PROPOSALS ARE SUBMITTED, YOU MUST SUBMIT FOUR (4) COPIES OF THE PROPOSAL. ALL PROPOSALS MUST BE RECEIVED BY THE CLOSE DATE SPECIFIED IN THE SOLICITATION. Question 4: The current solicitation offers a Period of Performance of 12 months and does not provide for option years. Will the DOL consider amending the solicitation to include option years. ANSWER: NO Question 5: How many copies of the response are required? ANSWER: SEE QUESTION 4 RESPONSE Question 6: Are the workstations onsite currently? ANSWER: WORKSTATIONS ARE IN VARIOUS DOL AGENCY LOCATIONS. THE VAST MAJORITY OF USERS WILL USE AN INTERNET WEBSITE TO ACCESS INFORMATION, THE THAT OPTION IS AVAILABLE. Question 7: What type of configurations and what processor types are these workstations? ANSWER: THERE ARE MULTIPLE CONFIGURATIONS THROUGHOUT DOL AND THE INFORMATION IS NOT CONSOLIDATED IN ONE PLACE. AS STATED ABOVE, MOST USERS WILL USE AN INTERNET WEBSITE FOR ACCESS. Question 8: The attachment listing the users per office is broken down in some offices by codes or numbers that are vague. Can you provide explanations of what these breakdowns mean? ANSWER: CUSTOMER NUMBERS ARE FOR INTERNAL (DOL) PURPOSES ONLY, AND DO NOT AFFECT THIS REQUIREMENT. Question 9: What are the DOL EA requirements? Who will test the software? What is the timeframe? ANSWER: SOFTWARE SHOULD BE SUBMITTED FOR CERTIFICATION AND TESTING. IT CAN BE SUBMITTED WHEN THE RESPONSE TO THE RFP IS SUBMITTED AND WILL BE TESTED BY THE DOL INFORMATION TECHNOLOGY CENTER. DOL EA REQUIRMENTS FOLLOW THE EA REQUIREMENTS SET BY OMB. Under Section 3 of the Statement of Work entitled "Evaluation Factors for Award", DOL proivdes the following supplemental information: In accordance with the RFP, the Technical Evaluation Panel will evaluate proposals usiing the four factors listed in Section 3.3 "Technical Evaluation". Section 3.3 lists these factors in order of descending importance, that is, Factor 1 is more important than Factors 3 and 4 together. Additionally, under Section 3.3, Factor 2 "System Capabilities" is amended to read as follows: "The Department will evaluate the offeror’s system capabilities to determine compliance with the Section 2.4 requirements. The Department will consider guaranteed system availability and capacity that are more beneficial to DOL" NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-MAY-2006).
