- Description
- The purpose of this modification is to respond to the following questions that have been received from potential contractors. The responses to all questions will be posted as modifications to the Sources Sought Notice, so that all potential contractors will have the same information. It should be remembered that this requirement is still in the planning stages. The purpose of the Sources Sought Notice was to do market research to determine what sources are available to the Government. No final decisions have been made regarding how this requirement will be solicited. 1. QUESTION: In reviewing the Response Action Contract (RAC) Statement of Work (SOW), I did not see any mention of needing to respond to radiological contaminants/contamination. Is there a radiological component to this Scope of Work? RESPONSE: Radiological work will likely be needed at a few of our mine sites. The work may involve work plan preparation, assessment, field sampling and analysis, and cleanup activities. Work would have to follow regulatory guidance such as the radiation investigation protocols outlined in the ?Multi-Agency Radiation Survey and Site Investigation Manual? (?MARSSIM?) EPA 402-R-97-016/NUREG-1575 and Multi-Agency Radiological Laboratory Analytical Protocols Manuall, NUREG-1576, EPA 402-B-004-001A,B,C, July 2004 (?MARLAP?). In addition, radiological technical expertise will be required for the review of documents, consolidation of data, determination of data gaps, proposal of studies to fill existing data gaps, and report writing. 2. QUESTION: Who is the incumbent contractor on the current Response Action Contract? RESPONSE: CH2M HILL, INC. 3. QUESTION: What criteria will the Government be looking at when determining if a potential contractor has the capability and capacity required to perform the work? RESPONSE: The criteria to be used are listed below. The Government?s evaluation of information received in response to this Sources Sought announcement will only be used to make a determination about whether a portion of Region 9?s RAC requirement should be set-aside. This is not a solicitation. a. Professional Qualifications: Professional qualifications necessary for performance of the work required by the RAC Statement of Work as posted in this synopsis and in the EPA webpage shown in Modification No.1. This would include such factors as education, experience, and certificates and licenses required to perform the work. b. Experience: Demonstrated successful experience and technical competence in the various specialized types of work required by the RAC Statement of Work. c. Capacity: Capacity to provide available, experienced and fully trained personnel at the skill levels, disciplines, and quantities appropriate for the tasks in the RAC Statement of Work. d. Location: Ability to maintain appropriate office and staff presence in Region 9. The response date for this notice is hereby extended to September 15, 2006.
