- The Natural Resources Conservation Service, Oregon, announces a Request for Qualifications (RFQ) for architectural and engineering firms interested in contracting to provide A&E services on a wide variety of projects throughout the State of Oregon. Typical projects include the design and construction of waste storage ponds, earth embankments, reinforced concrete structures, clay and flexible liners, wastewater and water conveyance pipelines, gravity and pressure irrigation systems, dikes, bridges, bridge abutments, culverts, pole barn buildings, embankments, diversions, water control structures, sediment basins, stream restoration, stream bank protection and wetland restoration expertise. More specific information concerning the nature and scope of services sought by NRCS is contained in the Statement of Work which accompanies this notice. This procurement is unrestricted and is therefore open to all businesses regardless of size. To submit your firm?s qualifications, please submit the following information to the Contracting Officer identified in the solicitation, on or before 4:00 pm (Pacific Time) September 14, 2006: (1) Two copies of your firm?s current SF-330 (Statement of Architect and Engineer Qualifications) available at www.gsa.gov; and (2) one completed copy of the Representations and Certifications found in Part IV, Section K. Proposals timely received will be evaluated using Brooks Act procedures and the evaluation criteria stated in Section M of the Solicitation. NRCS contemplates the award of approximately 2-4 Indefinite Delivery, Indefinite Quantity contracts. The initial contract term will be for one year and the government may, at its option, extend the contract to a maximum of five years through the exercise of one to four one-year renewal options. Work under each of the contracts will be subject to the satisfactory negotiation of individual task orders. Firms selected are guaranteed a minimum of $49,000 in fees for each base and option year, up to a potential maximum of $500,000 for each year of the contract. The firms selected must be registered to receive electronic payment through the Central Contractor Registry (www.ccr.gov) at the time of award.
