- The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, Idaho, per the authority of FAR Parts 6 and 13 procedures, intends to negotiate a non-competitive contract with Biomark, Inc., 7615 W. Riverside Dr., Boise, ID 83714, for pit tags. Biomark, Inc. is uniquely qualified as the exclusive distributor or Destron Technologies' patented Passive Integrated Transponder (PIT) tag products (tags and monitoring systems). Bonneville Power Administration and the U. S. Army Corps of Engineers currently have contracts with Destron Technologies to provide tags and readers. The Destron systems are the only technology that Pacific States Marine Fisheries Commission will maintain. Since Destron Technologies is the sole source provider, and Biomark, Inc., is the exclusive distributor of the Destron Technologies PIT tag products, we propose to negotiate with Biomark on a non-competitive basis to ensure compatibility with the other existing systems in the Columbia Basin. The NAICS code applicable to this acquisition is 541710. Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to this requirement or submit proposals. All information received by 4:00 PM MDT, August 31, 2006, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discreption of the Government.
