Description
This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written, electronic quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most updated information about this requirement. The due date and time for electronic quotations is August 30, 2006 at AM (EST). Description of Requirement: The U.S. Department of Education intends to solicit and procure the following brand-name products/services equal to the following brand-name items: *AS5335XM-2T1-48D-D Cisco AS5350XM Data 2T1 60 DSPS Qty-2 *S535AK9-12407 Cisco- AS5350 IOS Enterprise Plus IPSEC Qty-2 *AS535XM-AC-RPS Cisco- AS5350XM AC Redundance Power Supply Qty-2 The Period of Performance shall be delivered within 30 day from award. Brand name justification- Cisco Network is the DoED network technology hardware infrastructure provider. Cisco was selected by OCIO several years ago in order to provide the scalability, flexibility, security reliability that supports the DoED today and into the future. We continue to utilize the Cisco product line due to integration into network management framework, which includes vendor applications. The current network engineering staff has the knowledge base and is experience in supporting the current product lines that support the DoED. The Government will consider offers, from all responsible, business sources, which evidence ability to provide hardware with the same or equal features, benefits, quality, and reliability of the proprietary commercial, off-the-shelf products/services identified above. Offers, which do not provide such evidence, will not be considered. The award shall be subject to Simplified Acquisition Procedures, in accordance with FAR Part 13. Offerors are to comply with the provisions at FAR 52.212-1 INSTRUCTIONS TO OFFERORS--Commercial Items. All offerors will be evaluated in accordance with procedures for the acquisition of commercial items, found in FAR Subpart 12.6. Lowest Price Technically Acceptable will be the basis for source selection. Vendors must deliver all requirements in accordance with ED's Vendor IT requirement. Please contact the Contract Specialist for a copy of the requirements. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications---Commercial Items, with its offer. FAR 52.212-4, contract terms and conditions--commercial items applies to this acquisition. FAR Clause 52.212.5, Contracts Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items applies to this acquisition and the following FAR clauses cited in the clause are applicable: 52.203-2 Certificate of Independent Price Determination (APR 1985) (40 U.S.C. 121 (c)). 52.203-6, Restrictions on Subcontractor Sales to the Government (JUL 1995), with Alternate I (OCT 1995) (41 U.S.C. 253g and 10 U.S.C. 2402). 52.222-19, Child Labor-Cooperation with Authorities and Remedies (JAN 2004) (E. O. 13126). 52.222-26, Equal Opportunity (APR 2002) (E. O. 11246). 52.225-1, Buy American Act-Supplies (JUNE 2003) (41 U.S.C. 10a-10d). 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (OCT 2003) (31 U.S.C. 3332).
