Description
The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to issue a Request for Proposal (RFP) No. N66001-06-R-5022 for the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contracts to provide engineering services support to SPAWARSYSCEN for research and development of C4ISR and information systems, technologies, and capabilities. Specific effort shall include life cycle support of the Modeling and Simulation (M&S) and Information Systems and Technologies including: research, systems and software design and development, interface design and development, systems integration, test, and interoperability, test and evaluation, analysis and assessment, technology transition, installation, training and exercise support, operation and maintenance, configuration management, and quality assurance. This contract shall also provide M&S and Information systems compatibility, integration, and interoperability with current and emerging (next generation) command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. This contract applies to the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) and related Information Systems (IS) products of all CBD Joint Project Managers (JPMs). This includes the JPM IS family of products (including prototypes and experiments) and systems (including fielding and support services), including the Joint Warning and Reporting Network (JWARN), the Joint Effects Model (JEM), the Joint Operational Effects Federation (JOEF), the Joint Total Assets Visibility and Reporting Warehouse (JTAVRW), the JWARN Integration Capability (JIC), Homeland Security/Homeland Defense (HLS/HLD) Shared Web-enabled Common Operational Picture (WebCOP) pilots, and the Software Support Activity (SSA). Also, the contract applies to the related AT/FP family of products (including prototypes and experiments) and systems (including fielding and support services). Work will require compliance with the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) for the system life-cycle process. This includes process monitoring, reporting and auditing in accordance with best practices indicated by the SEI CMMI as practiced at SSC SD. Each contract will be awarded for the entire estimated level- of-effort specified in the RFP; however, the competition of task orders may reduce each awardees actual total effort to a level significantly below the ceiling value of each award. The estimated level of effort for the planned period of performance of five years (including options) is 300,000 hours. This is a full and open competition, anticipated to result in the award of an estimated two to five contracts. Small Businesses (SB) are especially encouraged to submit proposals as prime contractors. The Government desires to issue one or more awards to SBs. The NAICS codes for this procurement are 541512 and 541519. There is not an incumbent contractor. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Space and Naval Warfare Systems Command E-Commerce Web Page at https://e-commerce.spawar.navy.mil under SSC San Diego - Open Solicitations. Any amendments, when issued, will also be available only on this web site. Issuance of the solicitation is estimated for 8 September 2006. Award of contract(s) is estimated for December of 2006.
