- REQUEST FOR INFORMATION - MARKET RESEARCH SURVEY TO VALIDATE SCOPE AND GROUPING for Fleet and Industrial Supply Center Norfolk (FISCN), VA Ocean Terminal Operations Services. Conducted in accordance with OMB Circular A-76 and Federal Acquisition Regulation (FAR) Part 10. THIS IS NOT A SOLICITATION NOTICE. The Department of the Navy?s Fleet & Industrial Supply Center, Norfolk, Virginia (FISCN) Ocean Terminal Division (OTD) is conducting market research as part of the preliminary planning phase of a competitive sourcing initiative, in accordance with the Office of Management and Budget (OMB) Circular A-76 (Rev. May 29, 2003) as well as the Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to seek industry assistance during preliminary planning in determining (1) the appropriate grouping of the ocean terminal operations activities as business units, consistent with market and industry structures, and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing as a strategic sourcing solution. The OTD located at Naval Station, Norfolk, Virginia, is responsible for the movement, documentation and security of United States Navy (USN) and other Department of Defense (DoD) import and export cargoes carried aboard USN and commercial vessels. The current principal sub-functions of OTD are shipboard operations, the operation of a full service container freight station and the provision of all documentation necessary for the on-carriage of export and import general and hazardous cargoes via ocean or surface transportation modes. As part of this preliminary research, the Department of the Navy (DoN) is soliciting information from interested parties and potential bidders, if such a competition were to take place. A contract will NOT result from the outcome of this market research, but one or more separate solicitations may be issued in the future. The attached questionnaire should be used to submit the information required for this market research. Interested parties are requested to complete and return via email the questionnaire at Attachment 1 to Ms. Laurie Cordell, Contracting Officer, laurie.cordell@navy.mil NOT LATER THAN SEPTEMBER 13, 2006, 4:00 PM EASTERN. Attachment 2 is the initial workload breakdown structure (WBS) grouping of existing activities/tasks and is provided for information only.
