Description
This is an unfunded combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F616-06-CB-0001 and is a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-13. This procurement is set-aside 100% for small business and falls under North American Industry Classification System (NAICS) classification 541513 (size standard $23,000,000.00). The Government intends to issue a Blanket Purchase Agreement (BPA) for the following: STATEMENT OF WORK Non-Personal Services Contract for Base Education Center Computer Support Specialist 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include systems administration, network infrastructure configuration, and technical PC desktop support for the Education and Training flight offices, classrooms and test labs. The contractor will administer lab servers running Windows NT 4.0, Windows 2000, or Windows XP network operating systems and provide system support to lab clients and other users running Windows 98m Windows 4.0, Windows 2000, or Windows XP operating systems in the Education & Training Flight. 2. PERIOD OF PERFORMANCE: Base contract period is 5 Sep 2006 through 30 Sep 2007. Since this is an agreement, additionally four option periods lasting up to one year each may be exercised by mutual agreement with the incumbent. Each option period will begin on 1 Oct and end on 30 Sep, unless otherwise agreed upon. 1. QUALIFICATIONS: Must be able to effectively communicate with professional educators, students, flight staff, and supervisors. Must be available to work evenings and must meet MacDill AFB on-base access requirements. Previous experience in providing computer equipment support is highly desirable, including knowledge of the principles, concepts, techniques, standards, processes, and guides of computer system management. Also desirable is knowledge of network infrastructure concepts and troubleshooting techniques for Ethernet LAN, intranet, and Internet connectivity. Ability to use and maintain a computer system, equipment, and software is mandatory. The candidate must be knowledgeable in the secure configuration of testing computer laptops, PCs, and servers for e-exams, distance learning, and all exams covered under the Air Force Institute for Advanced Distributed Learning (AFIADL). The candidate must meet the requirements for a successful background investigation, which would result in granting the level of security clearance deemed appropriate by HQ AMC or higher-level headquarters. Must be willing to learn the Education Program AFAEMS. Per Air Mobility Command policy, Computer Support Administrators must have a SECRET clearance. 2. SPECIFIC TASKS: a. Responsible for implementing and maintaining the operation of the flight?s LAN requirements. Designs, installs, and maintains the network architecture of the computer labs, including complete classroom configuration and cabling from the PC to the writing closet. Administers the Windows based classroom and testing room servers, personal computer, smart-boards, all multimedia components and peripherals. Troubleshoots Ethernet LAN networking and protocols. Provides technical support to include system security, user account management, printer and peripherals management, user access and connectivity to classroom LAN, intranet, and Internet. Prepares and maintains up to date educating client requirements prior to scheduled classroom set-up. Ensures labs are fully functional and prepared in accordance with educating client requirements prior to scheduled classes. Implements, configures, updates and provides support for desktop applications. Using the network security architectures specified by AFIADL, configures laptops, desktops, and servers for secure e-testing. Formulates, develops and documents procedures for the solution of application and computer lab network problems. Analyzes and implements methods to automate system updates, patches, and virus signatures. Must remain current in LAN management and AF/AMC standards regarding hardware/ software maintenance. Maintains webpages for public education site and APAEMS weblinks. Maintains DSL/internet service. b. Responsible for setting up and maintaining Education and Training Center personnel hardware, software and peripherals: Determine and recommend procurement of hardware and software for the organization based on optimal use of applications and business needs. Installs, maintains, and administers education software programs. Implement and maintain ghosting software for classroom and end user programs. Implement and maintain ghosting software for classroom and end user operating system and application replication. Provide hardware and software support to systems and end users. Responds to end user requests for assistance. Interface with systems vendors regarding identified issues. Responsible for assisting education staff with escalated customer related issues troubleshooting hardware and software while using Education Center equipment and programs. Serve as a CSA and AF will provide training and computer updates. c. Inventory and Security: Responsible for computer inventory for 140 plus computers and associated peripheral equipment. Prepare inventory replacement schedule for flight commander. Prepare and maintain certification and accreditation packages for all computers and servers. Manage a disaster recovery plan for the computer labs. Maintain paperwork for equipment swapped while under warranty, using hand receipts and appropriate equipment tracking procedures. Prepare paperwork and hardware for the Defense Reutilization Management Office (DRMO). Ensure virus updates are current on all unmanaged, stand-alone, and laptop computers. Maintain documentation of patches installed. Assist in selection of replacement equipment. 3. WORK HOURS/DAYS: The government will determine the number of units required each week and will notify the contractor with the intended schedule no later than 24 hours prior to the designated work unit. The contractor will be available to perform on an on-call basis. Normally a maximum of one unit will be performed in one calendar day, with a maximum of five units per week. Units shall be scheduled on weekdays (Monday through Friday from _0730 - 1130_ hours. Each unit will require four hours. In cases where the time exceeds 4 hours, the contractor will be paid on a prorated basis for the additional time worked. Units may be worked on federal holidays if required. Exact days and times of services will be determined by the government representatives in advance and may be modified according to changing programs needs. If a scheduled session must be canceled due to emergency, a 24-hour notification prior to the start of the session must be provided by the contractor. 4. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials mutually agreed upon for the fulfillment of this contract. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract. Service shall be performed at the MacDill AFB Education Center 8102 Condor Street Bldg 252. BPA for the Computer Support Specialist will start 5 Sept. 2006 (based on the availability of funds). Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. The following addenda is provided to this provision: Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Quotes must indicate quantity, unit price and total amount. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items. All offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR).
