Description
This announcement constitutes a Notice of Proposed Contract Action for a non-competitive acquisition to be negotiated with JDSU Federal, Home of Acterna Communications Test Solutions, 12410 Milestone Center Dr., Germantown, MD 20876-7100, for the purpose of ordering and acquiring 4 Fireberd analyzer sets for the Communications Segment of the Eagle Vision Program. Eagle Vision is the DoD?s only deployable commercial ground station to directly receive and process imagery data from commercial, remote-sensing satellites and has a need for a Fireberd analyzer for the Communications Segment. These units will be used in conjunction with the Theater Deployable Communications (TDC) package which can transmit and receive voice, data and video communications to and from wireless, satellite or hard-wired sources. The uniquely specified equipment and supplier is dictated by the USAF TDC Standards Document, Module Baseline Requirements Document and the TDC Baseline Requirements Document for System Kits. The equipment that is required is summarized below: 4 Color UIM 4 Fireberd 8000 Application Module 4 Diphase Module 4 DSI Applications Module 4 Fractional T1 Option 4 Signaling Option 4 RS449 M-M, 10? Cable 4 232 M-M, 10? 4 Spl 2 Bant Plug to RJ 48 4 Multi-Module Carrying Case Responses due no later than 7 Sep 06, 2:00 PM EDT. This synopsis is for planning purposes only, and does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. ESC will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in developing the information provided to ESC. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
