Description
The National Institutes of Health National Eye Institute (NEI) has a requirement for Scientific Study to Research and Ascertain samples and conduct on-going collaborative study regarding families with a recessive form of Retinitis Pigmentosa. To the best of the Government's knowledge the CTR for Excellence in Molecular Biology, University of Punjas, 87 W Canal Baum Lahore, 53700 Pakistan, is the only source that has the unique capability of performing the services because this study shall be performed in Pakistan where the population is approximately one hundred and forty (140 million with poor medical infrastructure). This service is commercially available. 1. The contractor shall conduct an on-going collaborative study regarding families with a recessive form of retinitis pigmentosa This study shall be performed in Pakistan where the population is approximately one hundred and forty (140) million with poor medical infrastructure. 2. The contractor shall research a large number of families in Pakistan where many of their members have been diagnosed with a recessive form of retinitis pigmentosa. 3. The contractor shall uniquely identify the genetic effects causing recessive retinitis pigmentosa in the Pakistan communities because of their consanguinity. This study shall be carried out in three (3) stages, each independent of the other, to include, but shall not be limited to the following: a. The initial stage shall be carried out in 3-4 months, consisting of the collection of at least twenty (20) families. b. The second stage shall be carried out in 3-4 months, consisting of the collection of at least fifteen (15) families. c. The third stage shall be carried out over the remainder of the first (1st) year, and shall consist of recruitment of the remaining fifteen (15) families. 4. The contractor shall screen, clinically evaluate and gather the necessary data and other research on the recessive form of retinitis pigmentosa and forward this data to the NEI. This information shall include, but shall not be limited to, genetic materials, and detailed records on his/her research on data from affected and unaffected families. 5. The National Eye Institute (NEI) does not have the resources necessary to conduct on-site evaluations and develop family pedigrees, therefore, the contractor shall have a M.D.or Ph.D. degree, and specialized training and experience of at least twenty (20) years in the molecular genetics of retinal degenerations, and at least ten (10) years of working with NIH in that field. 6. The contractor shall be responsible for the conduct of on-site assessments of families with a history of hereditary cataract. 7. In order to perform the research of recessive retinitis pigmentosa, the contractor shall have access to a fully equipped and appropriately staffed eye clinic in Pakistan. 8. The contractor shall have the initial assessments of samples collected from each family with respect to linkage to genetic loci known to be associated with retinitis pignerosa to hereditary cataract. This assessment shall consist of genotyping using markers in proximity to known autosomal recessive retinitis pigmentosa loci or cataract. 9. Samples obtained from patients shall be used by the contractor as well as NEI. 10. The contractor shall train at NIH in the NEI, as a Fogarty Fellow, and shall have the option of analyzing the samples collected in Pakistan or on another project mutually agreeable to all parties. 11. The contractor shall meet deliverables of samples from each family and send either as a hardcopy, or an electronic file, to include, but shall not be limited to the following: a. A completed pedigree drawn either by hand or with a computerized program. b. Completed history and examination forms describing the clinical findings. c. Copies of any laboratory results available at that time such as original data, AE exported text files, or linkage prefiles or results. 12. The contractor shall provide a report at the time of completion on genotyping data and/or linkage results of the initial screen for known autosomal recessive RP loci. 13. The contractor shall provide a report on publications arising from this project, and decisions regarding publication and authorship shall be by mutual agreement. 14. Before the initiation of sample collections, the contractor shall submit paperwork sufficient to demonstrate an existing FWE with the National Centre of Excellence in Molecular Biology at the University of the Punjab. This paperwork is required by the NEI Institutional Review Board, and the NIH Office of Human Research Protections, U.S. Department of Health and Human Services. 15. The government will supply oligonucleotide primers for this testing, and any additional analysis agreed to by both parties. 16. The period of performance shall be for two (2) months after date of award. The NEI request the services of a contractor, who must have a M. D. or Ph.D. degree and specialized training and experience of at least twenty (20) years in the medical genetics of retinal degenerations. The Centre of Excellence in Molecular Biology was established by the Pakistan Federal Ministry of Education as a premier teaching and research institution in molecular biology. The Centre represents one of the best places for molecular biological research in this part of the world. There are three (3) other institutes/laboratories engaged in molecular biological work, however, none of them are doing research comparable in scope and quality to that being pursued at the Centre. This is not a request for competitive quotations. Interested vendors should identify in writing their interest and capability statement requisite knowledge of the NEI program which proves that they have the ability to perform the work to the Contracting Officer within 10 days after the publication date of this synopsis. All responses received prior to the due date above will be considered by the Government. A determination by the Government not to compete this proposed acquisition will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. It is anticipated that the request for quotation (RFQ) will be available fifteen days after the publication of this synopsis. Quotes will be due 10 days after the release of the RFQ. It is the Government?s belief that the above requirements can only be met by the Centre for Excellence in Molecular Biology. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
