Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Solexa, Inc., 25861 Industrial Blvd., Hayward, CA 94545-2991. This purchase is to provide Clonal Single Molecule Array (CSMA) Sequencing for gene expression analysis. While there are other companies that manufacture products and provide services that enable researchers to conduct gene expression profiling, using different technology platforms only Solexa delivers comprehensive transcriptome analysis and counts all mRNAs in a sample through the generation of signature sequence for each transcript. Their Clonal Single Molecule Array (CSMA) and Sequencing-by-Synthesis (SBS) with Reversible Terminator Chemistry Technologies generates sequence-based genome-wide expression profiles of any transcript, form any gene, in any species without the need for prior knowledge of the species transcriptome and permits the expression analysis of organisms with poorly annotated genomes, as well as for discovery of novel transcripts in well-annotated genomes. Solexa is able to measure expression changes by sequencing more than one million tags derived from a single sample and provides greater confidence to researchers. The features and protocols offered by Solexa are unique and presents unlimited dynamic range for understanding up or down regulation of genes. An award to any other source would affect the Institute?s anticipated outcome and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541380 and the Size Standard is $6.5M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
