Description
The National Cancer Institute (NCI) Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis, services regarding: Statistical Issues in Dietary Surveillance and Nutritional Epidemiology with Wake Forest University School of Medicine, Medical Center Boulevard Winston-Salem, NC 27157. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. The purpose of this requirement is to increase the precision of dietary intake estimates by improving self-report of dietary intake and the analytic procedures for processing reported information. This work is designed to facilitate the National Cancer Institute?s ongoing monitoring and nutritional epidemiology efforts and to advance the understanding of the relationships between diet and cancer outcomes. A major NCI initiative for improving the analyses of self-reported dietary information involves developing and testing a new method for estimating usual intakes. The improved procedure (called the NCI Method) is based on the work by researchers at Wake Forest University and uses a nonlinear mixed effects model to estimate/predict 24-hour recall intake based on covariate information. Requirements: Task 1: Improve understanding of new analytic procedures for estimation of usual intake: Contractor shall: 1) Investigate the use of the Bootstrap to estimate the variance of estimated quantities, CDF values, and distributional moments for usual intake distributions of nutrients and foods, where the NCI method is used to estimate the distributions of usual intake from 24HR data collected under simple random sampling (SRS). The variance estimation method must properly account for variance associated with model fitting and the underlying distribution of covariates used in the modeling and 2) Investigate the gain in precision attributable to the use of the NCI method for usual intake estimation over the use of alternative usual intake estimates such as the simple individual mean. The investigation shall cover the estimation of usual nutrient intake distributions (especially for subpopulations defined by covariates. Task 2: Evaluate methods used to identify under-reporters: Contractor shall: 1) Conduct analyses that explore the relationship between the Goldberg equation and total energy expenditure obtained from doubly labeled water in estimating misreporting of self-report measures of energy intake using data from the Observing Protein and Energy Nutrition Study. The researchers at Wake Forest University are uniquely qualified to perform the services required. Wake Forest University developed and owns the software methodology of the NCI method and provided its first software implementation. They are involved with several important data sets that have been used for development and validation of the NCI method, namely the Eating at Americas Table Study, the Observing Protein and Energy Nutrition study and the 2001-2005 National Health and Nutrition Examination Survey which will be used extensively to carry out the aforementioned services. In summary, researchers at Wake Forest University have the background knowledge and expertise which is not readily available within the research community. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 8, 2006.
