Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This combined synopsis/solicitation is issued as an request for proposal (RFP). This document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The purpose of this acquisition is to acquire four documentary films and provide a discussion forum for Ethiopia, in accordance with the description and delivery dates contained in the attached Statement of Work (SOW). The provisions of FAR 52.212-1, Instructions to Offerors?Commercial Items apply to this acquisition. The provisions of FAR 52.212-2, Evaluation-Commercial Items apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Approach - The technical proposal must disclose the offeror?s technical approach in sufficient detail to provide a clear and concise presentation that addresses, but is not limited to, the requirements of the technical proposal instructions. (2) Organizational Capacity-Offerors must provide a discussion which demonstrates their understanding of the need, purpose, and requirements of the technical requirements as listed in the SOW. (3) Experience - Offerors must provide a discussion which demonstrates their experience in performing the type of work that is called for by the SOW. (4) Cost - Offerors must provide detailed cost data. The itemized cost for individual cost elements are requested as follows: (a) Direct Labor (b) Fringe Benefits (c) Materials and Services (d) Travel (e) Other Direct Costs (f) Indirect Costs Offerors are to provide a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items with their offers. The provisions of FAR 52.212-4, Contract Terms and Conditions?Commercial apply to this acquisition. The provisions of 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items, apply to this acquisition. Proposals may be emailed to rwd8@cdc.gov, but must be followed by a paper version to the above address. Offers must be received no later 10:00 AM, eastern standard time, on August 31, 2006.
