Description
The U. S, Department of Commerce, National Oceanic and Atmospheric Administration, NESDIS Acquisition Division intends to issue a firm-fixed price purchase order for services under an agreement for Pier Space and Shore Support at the University of Hawaii Marine Center, Snug Harbor., Honolulu, Hawaii, on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ). Services are required for usage fee for University of Hawaii Marine Center, utilities, yard services and other cost (based on actual usages as needed (equipment/machine shop/refuse. For a 12 month period. This requirement will be procured in accordance with the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures. The NAICS Code and size standard are 611310 $6.5M. The University of Hawaii is the only known source to NOAA who can meet the above requirements. The NOAA/NESDIS Marine Optical Buoy (MOBY) operations site is located at the University of Hawaii Marine Center. This site is also the location of the University of Hawaii Machine shop and the R/V Kaimikai-o-Kanaloa (KOK). This vessel is used to conduct experiments associated with the buoy. The 3 (three) buoys are being scheduled for major rehab and will require extensive support from UH machine shop welders and machinists. The MOBY buoys are located approximately 100 yards away from the UH machine shop. This close proximity is necessary since the buoys are 50 feet long, 15 feet wide and weigh over 2,000 lbs. This size makes it nearly impossible to transport to other locations to be worked on. The machine shop has the heavy equipment necessary to make the repairs to nay of the MOBY super-structure and mechanical equipment. The heavy equipment includes cranes and forklifts required for servicing the buoy and loading and unloading the buoy on and off the ship .All responsible sources may submit a quotation, which shall be considered by the Agency. This is not a request for competitive quotation. However, if any other interested party believes that it can meet the requirements identified in this notice, it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirement. Capability statement must demonstrate that the firm possesses the required experience and is capability of successfully performing this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to complete or not compete the proposed requirements based upon responses to this notice is solely within the discretion of the Government. Capability statements and any related materials must be submitted in writing to the attention of Sally Huber, Contract Specialist by 5:00 P.M EST on 08/28/2006
