Description
The Department of Defense (DoD) is seeking industry information regarding the development and monitoring of a DoD-wide Information Assurance Workforce Improvement Program (IA WIP) voucher system in the implementation of DoD 8570.01-M, "The Information Assurance Workforce Improvement Program Manual". DoD 8570.01-M specifically establishes IA training, certification, and workforce management implementation requirements for the DoD. DoD workforce working in IA positions are required to receive appropriate training and take and pass related industry recognized IA certification examinations. It is estimated that approximately 80,000 vouchers will be required over the next four years. The DoD would like to accomplish this effort through the use of a web-based system that would allow IA workforce members to register, obtain training, obtain testing vouchers, track member progress, etc electronically. A draft statement of objectives is provided as an uploaded attached file. Please submit information indicating capability to provide this service. Please include any existing contractual vehicles already in place (NAVSEA?s Seaport-e multiple award contracts; other DoD/Navy contracts; GSA schedules; etc) that could be used to procure these services by 30 Sep 2006 (only contracts/schedules for which these services are within scope). Include socio-economic/business size information (including applicable NAICS code), to be used in the determination of procurement set-aside procedures, if any. Please provide any standard commercial industry practices that you feel would be beneficial and could be incorporated into a resulting solicitation, for example, pricing structure/arrangements, terms and conditions, etc. Of specific interest are suggestions regarding the relationship between (1) the development/monitoring of the certification tracking system and (2) the actual vouchers, including suggestions on the contract approach to best accomplish the effort. For instance, do both need to be provided by the same vendor, or could one vendor develop/monitor the system while another vendor provides the vouchers? All of this information will be used to determine the best approach to take, and may be used in the development of a solicitation.
