- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at https://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase a quantity of 4 each, Cluster Snoop (751 BLQ10 Class) Cable Set. Specifications include: interface with AN-BLQ019 with COE rack to rack cables cable running sheets (751 BLQ10 Class), NAVSEA Dam Neck CDSA Drawing 020906 Rev. F, provided by the Government upon request. Requests can be directed to dlgr_nswc_xds11@navy.mil, Attn: XDS11J. Provide brief description of internal quality program, including certification to ISO-9000, assembly line testing procedures, warranties, etc. Provide at least three points of contact (email and telephone numbers) of Government activities that have obtained similar products from your company in the past three years. Best value evaluation factors include, from highest value to lowest: 1) Certification by an outside activity being ISO-9000 compliant; 2) Self certification of being ISO-9000 compliant; 3) Self certification of being compliant with any other established quality program; 4) Past performance evaluated via telephone and email conversations with POC provided; 5) Past performance evaluated via other conversations with people knowledgeable of the company. Simplified acquisition procedures will be utilized and F.O.B. destination to Virginia Beach, VA 23461 shall apply. This acquisition will be set-aside for small business. The NAICS Code is 517510, with a size standard of $12.5 million. Closing date is 6 September 2006.
