Description
The Naval Air Systems Command (NAVAIR) intends to award a Cost-type contract to design, develop, modify, and maintain Government software products in support of Naval Aviation's Ground Proximity Warning System/Terrain Awareness Warning System (GPWS/TAWS) program. The effort includes software development, tailoring, and incorporation of mission specific requirements for integration of Government-owned algorithms into naval aircraft systems requiring embedded GPWS/TAWS capability. Specific aircraft supported include the F/A-18A/B/C/D/E/F, EA-6B, T-45, MH-60R/S, AH/UH-1Z/Y, CH-53K, E-2D, MV-22, and potential follow-on aircraft as authorized and funded by OPNAV. In addition to the completion of software development/tailoring and product verification and validation, all processes are required to maintain, at a minimum, Capability Maturity Model (CMM) Level 3. NAVAIR will continue to be the designer and developer of Government algorithms to provide this capability, utilizing the Contractor for tailoring the algorithm to incorporate platform specific mission requirements, developing and maintaining all required documentation, providing technical oversight, modifying/correcting fielded software, and maintaining Quality Assurance and Configuration Management. Software support of fielded algorithms will include, but not be limited to, engineering investigations, engineering change proposals, integration, testing and test equipment, and software maintenance. NAVAIR intends to award this effort sole source to DCS Corporation, 46641 Corporate Drive, Lexington Park, MD 20653. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The NAVAIR/DCS GPWS/TAWS Integrated Program Team has successfully developed and fielded this capability aboard the Navy's F/A-18 and AV-8B tactical aircraft. DCS is the only company with the extensive experience, background, and knowledge to provide the GPWS/TAWS software engineering and design, coding, system/platform integration, test and support efforts required to meet naval aviation's requirements. As such, DCS is the only known source that can meet the program schedule without causing unacceptable delays in meeting the Navy's operational requirements. The follow-on GPWS/TAWS software contract will be awarded to DCS due to the substantial increase in cost that will not be recovered through competition and to avoid unacceptable delays in fulfilling the agency's requirements. It is anticipated that the FSC code will be 6340 (Aircraft Alarm and Signal Systems). The estimated period of performance is five years. Numbered note 22 applies. This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only.
