Description
The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with DRS Sustainment Systems Inc. (DRS SSI), St Louis MO for the procurement of updates to software required for replacement of the Radiation Hazard Monitor (RHM) Probe used on Consolidated Automated Support System (CASS) High Power Device Test Subsystems (HPDTS). Due to the obsolescence of the RHM Probe used on the HPDTS, a replacement probe was identified. To support this replacement probe, updates to the station software as well as to the HPDTRHM-ST (RHM self-test) and the HPDTIO-ST (input/output self test) are required. All software will include updates to corresponding software design documents. The Government intends to procure the software updates for the replacement RHM probe under the authority of 10 USC 2304(c)(1), FAR 6.302-1. DRS SSI is the original developer of the source code for the RHM Probe currently in use. Source code for current RHM probe must be maintained within the software. DRS SSI software developers are familiar with the current requirements for operation of the RHM Probe and were involved in identifying the replacement probe. No other source possesses this knowledge base. Procuring the updates from another source would result in duplicative cost to the Government. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
