SFAE-CSS-LT 22 August 2006 To Whom It May Concern: The Tank-automotive and Armaments Command (TACOM) is issuing this 'Sources Sought Market Survey' to identify commercial or non-developmental items to support an improved Air Conditioner (AC) System for the US Army's Up-Armored M1114 variant of the High Mob ility Multipurpose Wheeled Vehicle (HMMWV). Contractor responses to this market survey are for information and planning purposes only. This market survey does not constitute a request for proposal nor is it to be construed as a commitment by TACOM to pu rchase or pursue offered technologies. All interested companies, regardless of size, are encouraged to respond. TACOM is conducting market research for an improved AC system that: 1) provides greater cooling capacity (less than 25deg F pull down from a 120deg F ambient and solar loading) for a closed crew compartment (5 man crew, ~192 cubic feet); 2) vastly improved reliability and maintainability, 3) minimizes space claims and/or utilizes existing space claim effectively; and 4) provides low sustainment costs. An M1114 Up-Armored HMMWV will be made available for inspection at TACOM upon request. All requests shall be forwarded to the POC below to make arrangements. All portions of these performance characteristics and enclosures (current schematic of existing M1114 AC System can be found in TM 9-2320-387-24P, Figure 276a) are subject to change at any time; are in no way binding on the Government; and are not to be co nsidered as final, established requirements. These enclosures are furnished for information purposes only with the understanding that the Government is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the data set forth in these enclosures. The Government is not requesting any interested or potential suppliers to incur any expenses of any kind in connection with their review of the enclosures or their response to this survey. Nothing contained herein shoul d be regarded as basis upon which to seek payment, reimbursement or other consideration from the Government. This letter is not intended as a solicitation of any proposal and submissions of an 'unsolicited proposal' based on subject enclosures will not be given consideration. Is your company located in a labor surplus area or Hub-zone (see FAR 19 - Small Business Programs)? 4. Does your company have any past or current military programs? If yes, explain. 5. Identify which of these four elements your company can accommodate with a non-developmental item (NDI) or Commercial Off-the-Shelf (COTS) product. Identify current COTS hardware t hat you may incorporate into such an effort (model number and name of the part) as appropriate. 6. Provide pricing for your COTS or NDI proposed solution that meets the desired AC System performance improvements. 7. Specify the expected performance for the overall AC system you are capable of providing. 8. Which product features have been verified? Provide a brief synopsis in terms of location, date, and verification method. 9. Describe/detail the anticipated modifications the M1114 HMMWV would require in order to accommodate your AC system 10. How much experience do you have in integrating your AC System into an existing vehicle system? Please elaborate. 11. Have you previously integrated your AC System onto a HMMWV or any other tactical vehicle? Describe your previous experience. 12. Address the changes and impact to cost and schedule to make to your COTS or NDI system meet the above performance characteristics.
