- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is total small business set aside. This solicitation number is RFQ60058 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. Delivery and acceptance will be at Bethesda, Maryland. Delivery is Sept. 18, 2006. The National Institute on Drug Abuse on behalf of the National Institute of Mental Health has a requirement. (1) Provide up-to-date and high quality information on Mental Health, Training, and Funding Opportunities. This institutes priorities and mission support to begin a rapid development for management system, beginning with a template to improve and develope the publishing process in order to perform any integration work with any other third party applications. The website will be available 24 hrs a day, 7 days a week, and is central to the Institutes communication efforts. The specification of this website shall include the following: a customizable role and workflow engine; a WSWIYG editor for non-technical users; version control and comparisons that are accessible to non revision management, automatic email and/or XML feed notifications based on workflow events; link management; navigation management (including breadcrumbs, site maps; and section navigation); and granular content management with dependency analysis. This will improve the current NIMH/WCMS and maintain the version system. The provision at 52.212-1, Instructions to Offer or?s Commercial, applies to the acquisition. The provision at 52,212-2, Evaluation Commercial Items, is applicable. Offers will also be evaluated on best value on technical and lowest price acceptable to the Government. Offer?ors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders.
