No. QEG60107 Solicitation Number: NHLBI-PB-AR-2006-311/BNJ Solicitation Type: Full & Open, Competitive Title: Tomography Cryotransfer System This is a market survey/pre-solicitation synopsis in accordance with Federal Acquisition Regulation (FAR 7.303), http://www.acqnet.gov/far to determine the availability and technical capability of contractors to provide the items and/or equipment specified herein. It is the intent of the National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) to purchase the brand name or equivalent items and/or equipment manufactured by Gatan Inc., 780 Commonwealth Drive, Warrendale, PA 15086. The items required are as follows: Item # 1: Model 914 High Tilt Tomography Cryotransfer System. Specifications include: Single tilt specimen cryoholder cooled by liquid nitrogen in a vacuum insulated reservoir pumped by a Zeolite trap. Must be compatible with FEI/Philips CM and Tecnai series transmission electron microscopes. Must achieve plus and minus 80 degree tilt or better in FEI/Philips transmission electron microscope using a Twin objective lens. Entire tip must be cooled, not just the specimen cradle. Must have a liquid nitrogen holding time greater than 4 hours at specimen temperatures less than minus 170 degrees C. Dual heater elements to warm the cryoholder and regenerate the Zeolite trap. Workstation that provides frost-free transfer of specimen grids to the cryoholder. Must employ a cryo-shield that slides over the specimen cradle, completely enclosing the specimen. This cryo-shield must be cooled to near liquid nitrogen temperature by a conduction rod. Must use a quick-load envelope style sample loading system to reduce grid loading times. Resolution of 0.34nm or better. Temperature stability of the holder must be at least plus or minus 1 degree C at operating temperature around minus 170 degrees C. Cool down time to stabilize at less than minus 170 degrees C shall be less than 45 minutes. Warm-up time to room temperature after pouring off the unused liquid nitrogen shall be less than 20 minutes. Liquid nitrogen boil off rate of the LN Dewar shall be less than 25ml/hr. Dewar capacity shall be no less than 150ml and no greater than 180ml. The drift rate of the holder in the TEM shall be less than 2A/second or better. The holder must be 100% compatible with the current Gatan temperature control modules with seven-pin configuration including the Gatan model 900.60K SmartSet cooling control unit. The Government?s desired delivery date is sixty (60) calendar days after the issuance of the purchase order. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 employees. There are no set-aside restrictions for this acquisition. This acquisition is being conducted under simplified acquisition procedures. Interested vendors capable of furnishing the government with the items specified in this synopsis should submit a quotation to the below address. The quotation shall include the itemized price, commercial price list, prompt payment terms, the F.O.B. Point (Destination or Origin) Shipping cost, if applicable, business size, Taxpayer Identification Number (TIN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The Offeror must also register in the Government?s Contractor Registry System, note: www.ccr.gov . The quotation must reference ?Solicitation number? NHLBI-PB(AR)-2006-311BNJ. The Quotations are due ten (10) calendar days from the publication date of this synopsis 2006, 4:30 p.m. local time, whichever is later. All responses will only be accepted if dated and signed by an authorized company representative. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. All responsible sources may submit information, which if timely received, shall be considered by the agency.
