Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR Subparts 12.6 and 13.5. This announcement constitutes the only solicitation for this requirements; quotes are being requested and an additional solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-12. The Food and Drug Administration (FDA) requires a microfraction collector for spotting samples for a laser desorption mass spectrometer. In order to meet the FDA's needs, the item must satisfy the following specifications: 1. System must be compatible with standard nanoflow and capillary liquid chromoatography systems and must accept a remote start signal from those systems. 2. Collection must be adaptable to 96 and 384 well plates and MALDI target plates. The system must be specifically configurable for plates from an Applied Biosystems 4800 TOF/TOF mass spectrometer. 3. Must be capable of delivering volumes from 10 nanoliters to 1 microliter to the specified target over delivery times as short as 5 seconds. 4. Must have user-controlled spotting frequency so that spotting can be adapted to the chromatographic separation. 5. Must have capability to do integrated MALDI matrix addition during the spotting process. 6. Must have positioning precision of 20 microns or better. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1 Instructions to Offerors - Commercial Items; 52.212-3 Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial items. The following FAR clauses in paragraph (b) of FAR 52.212-5 will apply to this procurement: 52.222-3, 52.222-21, 52.222-26, 52.22-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33.
