Description
Notice of intent to negotiate a sole source contract with University of Washington to develop scaling rules for physical and biological processes functioning in the tributary environment to facilitate data analysis and monitoring program design. The proposed contract action is for services for which the Govt. intends to acquire under the authority of FAR 6.302. The contractor shall:1. determine appropriate fundamental or characteristics scales for physical and biological processes traditionally captured by tributary habitat and population monitoring programs, 2.develop scaling rules for physical and biological processes functioning in the tributary environment to facilitate data analysis and monitoring program design. Dr. Daniel Grunbaum of School of Oceanography at University of Washington is uniquely qualified to complete this work under proposed contract. Dr. Grunbaum is the leader in applying scaling analysis to ecological systems, especially to population dynamics in spatially heterogeneous environments and has published extensively on applications of scaling analysis to biological fluid machines. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit offers based on receipt of affirmative responses to this notice or issue a contract to University of Washington whichever is determined to be more advantageous to the Government, without further notice. A firm-fixed price contract will be issued that will start from date of award and will end Sept 30, 2008. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
