Description
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for basic and applied research and associated support services for the National Weather Service (NWS) Office of Science and Technology with respect to the Next Generation Weather Radar (NEXRAD) Program, the Advanced Weather Interactive Processing System (AWIPS) Program, the Automated Surface Observing System (ASOS) Program, the Weather Radio Improvement Program (WRIP), and other programs managed, in whole or in part, by the NWS Office of Science and Technology. Further, the NWS desires, as part of this acquisition, to support the general advancement of the fundamental knowledge and understanding of scientific principles, with particular emphasis on the direct application of such scientific advances to the NWS mission. In the fulfillment of this requirement, impartiality is essential. The period of performance of this acquisition will be for one year commencing with contract award, with options for three additional years of work. The level of effort to be acquired for each contract period will be 8 person-years (plus or minus 10%). The Government will make available for the Contractor?s use appropriate facilities and office equipment for up to 8 individuals at NWS Headquarters in Silver Spring, Maryland. The Contractor is not obliged to use this office space and equipment; however, if the Contractor does not use this space, the Government expects that the Contractor frequently will have to travel to NWS Headquarters to accomplish required work. Pursuant to Title 41 United States Code, Section 253(c)(3), as implemented by Federal Acquisition Regulation 6.302-3(a)(2)(ii), the Government intends to limit competition for this acquisition to educational or other nonprofit institutions and federally funded research and development centers. The Government considers that limiting competition in this manner is essential in order to fully satisfy the objectives of this acquisition. Solicitation DG133W-07-RP-0003 will be issued on or about September 6, 2006 and will close on or about October 11, 2006. Any responsible educational or other nonprofit institution or federally funded research and development center may respond to the solicitation by submitting a proposal, which shall be considered by NOAA.
