Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial items-as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are utilized for this procurement. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2006-12. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This solicitation is being conducted as a 100% small business set-aside. BACKGROUND OF PROPOSED ACQUISITION The Process Sensing Group (PSG) at the U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Chemical Sciences and Technology Laboratory (CSTL) is developing new chemical gas sensors that could significantly impact the development of Process Analytical Technologies for the biopharmaceutical industry. In order to evaluate these sensors, it is necessary to deliver calibrated flow of relevant biomarker molecules in an air background. DESCRIPTION/PURPOSE OF ITEM/SERVICE TO BE ACQUIRED: NIST requires an analyte generator oven to provide calibrated flow of gas-phase analytes to a sensor test cell as part of a sample delivery system. The sensors will be evaluated against important biomarker gases of interest to biological systems. Of particular importance is the ability of the analyte generator to deliver nitric oxide gas in an air background. CONTRACT LINE ITEM NUMBER (CLIN) TO BE PROCURED: CLIN 0001; ANALYTE GENERATOR OVEN THAT MEETS OR EXCEEDS THE FOLLOWING MINIMUM SPECIFICATIONS; QUANTITY: 1; UNIT: EACH: MINIMUM SPECIFICATIONS FOR CLIN 0001: Flow rates The analyte generator shall provide a minimum dilution stage flow-rate range of 0 standard liters per minute (slm) to 2 slm with 10 standard cubic centimeters per minute (sccm) increments The analyte generator shall provide a minimum span stage flow-rate range of 100 sccm to 2 slm with 10 sccm increments Analyte Generation The analyte generator shall have at least two independently controlled (flow rates and temperature control) analyte ovens Each analyte oven shall have a minimum temperature control range of 5 degrees Celsius above ambient to 110 degrees Celsius above ambient with 0.1 degrees Celsius control Each analyte oven shall have a minimum capacity of hosting two disposable permeation tubes of 0.25 inches diameter and 12 centimeters long in an adapter bottle, or one refillable permeation tube of dimensions 6 inches long and 1.75 inches diameter Each analyte oven shall have at least one adapter bottle for hosting disposable permeation tubes and appropriate tubing and connections to attach the adapter bottle(s) to the analyte generator flow system Each analyte oven shall have appropriate tubing and connections to attach a refillable permeation tube Each analyte oven shall have gas inlets and outlets compatible with 0.25 inch tubing The analyte generator shall have hardware capable of delivery of nitric oxide (NO), from a separately purchased analyte delivery source, if necessary, into an air background at an initial concentration less than or equal to 1 part per million (ppm) The following provisions and clauses apply to this acquisition: Provisions: FAR 52.212-1; FAR 52.212-3. Clauses: FAR 52.212-4; FAR 52.212-5 including subparagraphs: 52.219-6; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33. QUOTATION SUBMISSION INSTRUCTIONS: Offerors shall submit signed and dated quotations to joseph.widdup@nist.gov at or before the exact time specified in this solicitation. As a minimum, quotations must include: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A DETAILED technical description of the item being offered for CLIN sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty for Item Number 0001; (5) FOB-Destination based firm-fixed-price for Item Number 0001, and any discount terms for Item 0001; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments (if any); and (8) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. THE PRICING PORTION OF THE QUOTATION (ITEM () IN THE QUOTATION SUBMISSION INSTRUCTIONS ABOVE) SHALL BE SUBMITTED AS A SEPARATE DOCUMENT FROM THE REST OF THE QUOTATION. THE GOVERNMENT WILL NOT PROVIDE ANY CONTRACT FINANCING OR ADVANCE PAYMENTS FOR CLIN 0001; THEREFORE, CLIN 0001 SHALL BE PRICED ACCORDINGLY. PAYMENTS UNDER THE RESULTANT PURCHASE ORDER WILL BE MADE IN ACCORDANCE WITH FAR CLAUSE 52.212-4(a). Invoicing requirements are specified in FAR clause 52.212-4(g). QUOTATIONS SHALL BE SUBMITTED BY EMAIL in Microsoft Word format, Microsoft Excel format, Rich Text (.txt) Format and/or Adobe .pdf format to joseph.widdup@nist.gov. Quotations shall include the eight (8) items specified in the Quotation Submission Instructions, above. Quotations shall received at joseph.widdup@nist.gov no later than Tuesday, August 29, 2006. FAXED QUOTATIONS WILL NOT BE ACCEPTED. NOTE: The terms and conditions that will be included in the resultant purchase order will be FAR clause 52.212-4 and FAR clause 52.212-5, with the appropriate subparagraphs as noted in this RFQ also applying. No other terms and conditions will apply to the purchase order. EVALUATION FACTORS FOR AWARD: The Government is utilizing FAR Part 13, Simplified Acquisition Procedures, to evaluate quotations received in response to this RFQ. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
